Greece and Israel Advance €3.1 Billion Achilles’ Shield Air Defense Network

Greece and Israel are moving ahead with the implementation of Achilles’ Shield, a €3.1 billion ($3.6 billion) integrated air defense and missile protection network designed to significantly strengthen Greece’s ability to counter modern aerial and missile threats.

The two countries are expected to sign a series of agreements in Tel Aviv on Monday, formally moving the project from the approval stage into implementation.

The agreements will be signed by Greece’s General Directorate for Defense Investments and Armaments and SIBAT, the Israeli Defense Ministry’s Directorate of International Defense Cooperation, alongside the Israeli defense organizations and companies participating in the program.

The project was approved by Greece’s Government Council for Foreign Affairs and Defense (KYSEA) on July 23. Defense Minister Nikos Dendias has said Achilles’ Shield is expected to become operational within 35 months, with the system delivered in stages.

Greek participation and source code access

In recent days, Athens and Jerusalem have reportedly resolved several outstanding issues surrounding the project.

These include a requirement for at least 25% Greek participation in the program, as well as provisions concerning access to source code.

Source code access is considered particularly important for Greece because it would give the Greek armed forces greater control over the software operating the network’s electronic subsystems and reduce long-term dependence on Israeli suppliers.

The project is also expected to provide a significant boost to Greece’s domestic defense industry.

According to Greek defense officials, 12 Greek companies are expected to participate, with contracts and work valued at more than €700 million ($800 million).

The domestic industrial component was one of Athens’ key conditions as it sought to combine the acquisition of advanced foreign defense systems with the development of Greek technological and manufacturing capabilities.

A multilayered defense architecture

Achilles’ Shield is being designed as a multilayered air and missile defense network that will connect systems already operated by the Greek armed forces with advanced Israeli platforms.

The architecture is expected to incorporate Greece’s existing Patriot systems and military drones deployed across the mainland and islands, together with Israel’s:

Rafael SPYDER, for short-range air defense
Israel Aerospace Industries Barak MX, for medium-range air defense
David’s Sling, designed to counter ballistic missiles and other long-range threats

The objective is to link these systems into a single defensive architecture rather than operate them as isolated platforms.

AI at the center of the network

A central component of Achilles’ Shield will be software using artificial intelligence to process information received from the various defense systems.

The software is intended to detect and classify potential threats, assess available interception options and recommend the most appropriate response.

The network will cover multiple areas, including ballistic missile defense, counter-drone operations and conventional air defense.

Greek officials say the system will be capable of processing incoming information rapidly and determining what it considers the most effective response, helping commanders coordinate different defensive assets.

The technology-focused approach forms part of the Greek government’s broader Agenda 2030 defense modernization strategy, which aims to transform the armed forces into a more technologically advanced force capable of responding to evolving threats.

A focus on cost-effective interception

Athens also expects Achilles’ Shield to make air defense more cost-efficient.

Using high-value military assets against relatively inexpensive threats can create a significant imbalance in the cost of interception. Drones are a particular concern, as using fighter aircraft or expensive missiles against low-cost unmanned systems can quickly become disproportionate.

A multilayered architecture would allow Greece to select an appropriate response according to the type and severity of the incoming threat.

This could enable lower-cost systems to deal with less sophisticated targets while reserving more expensive interceptors and platforms for higher-end threats.

The Israeli systems being incorporated into Achilles’ Shield have already been integrated into Israel’s broader air defense architecture and have undergone operational testing against aerial threats.

The project is therefore intended to give Greece a more integrated, flexible and technologically advanced shield capable of responding to a wide range of threats, from drones and aircraft to ballistic missiles.
