Delhi Air Pollution: The national capital woke up to ‘very poor’ air quality on Friday as Delhi’s Air Quality Index (AQI) at 8 am was recorded at 331, making it the most polluted city in the country. Among the 37 air quality monitoring stations, 22 indicated ‘very poor’ AQI levels. Notably, Bawana and Mundka experienced ‘severe’ air quality, with AQIs of 429 and 404, respectively. While calm winds prevail in the capital, the visibility at Indira Gandhi International Airport was measured at 1100 meters as of 8 am.

In other news, the Delhi High Court on Friday may hear a plea by Congress leader Jagdish Tytler challenging the framing of charges of murder and other offences against him in a case related to the killing of three people in north Delhi’s Pul Bangash area during the 1984 anti-Sikh riots. Last month, Justice Manoj Kumar Ohri, after briefly hearing the matter, asked Tytler’s counsel to file statements of certain witnesses which were not on record. Tytler, in his plea, claimed he was a victim of a “witch-hunt” and contended that the trial court’s order framing charges against him was perverse, illegal and lacked application of mind.

Delhi News Live Updates: Delhi court grants conditional stay on attachment of Bikaner House in arbitral dispute case

A Delhi court had directed the attachment of Bikaner House located on the iconic India Gate hexagon in the national capital, which is owned by Nokha municipal council in Rajasthan, after it failed to pay an arbitral award of Rs 50.31 lakh to a company.

“…It is ordered that you, the said Nagar Palika, Nokha, State of Rajasthan…are hereby, prohibited and restrained, until further orders of this court, from transferring or charging the property specified in the schedule hereunto annexed, by sale, gift or otherwise…,” said District Judge Vidya Prakash in the prohibitory order dated November 7.

In an earlier order passed on September 18, the judge had noted the non-compliance of the court’s directions. The court also noted that the 2020 arbitral award in favour of Enviro Infra Engineers Private Limited has attained finality after an appeal preferred by the Nagar Palika was dismissed earlier this year.

Following the developments, the Rajasthan government on Thursday issued instructions to take immediate “corrective actions”, officials said, engaging Additional Advocate General Shiv Mangal Sharma to represent the state’s interests in this matter and directing him “to take all necessary legal steps” to secure the property and obtain a stay on the attachment order.

Delhi News Live Updates: Gurgaon court denies anticipatory bail to news anchor Chitra Tripathi

A Gurgaon court earlier this week denied anticipatory bail to TV news anchor Chitra Tripathi in connection with a 2013 Protection of Children from Sexual Offences (Pocso) Act case, observing that the reasons cited in the bail application were “unjustified”.

On November 14, the court had issued a non-bailable warrant for Tripathi’s arrest for not appearing before it, saying that she was taking court proceedings “quite lightly”. A warrant was also issued against Syed Suhail, the news anchor of another TV channel.

Eight media professionals had been booked for allegedly telecasting and later uploading on the internet a video of a 10-year-old girl in an “obscene and vulgar manner” and linking it to a sexual assault case against self-styled godman Asaram Bapu. The case was registered under sections 120B (criminal conspiracy), 469 (forgery for purpose of harming reputation) and 471 (using as genuine a forged document) of the Indian Penal Code; sections 67B (publishing or transmitting of material depicting children in sexually explicit act, etc. in electronic form) and 66(2) (computer related offences) of the Information Technology Act; and section 23 of the POCSO Act under which the disclosure of the identity of the child is a punishable offence.

Delhi News Live Updates Candidates suffering with colour vision cannot be recruited in Delhi Police: Delhi HC

The Division Bench of Delhi High Court has recently held that applicants suffering with colour vision cannot be appointed as constables in Delhi Police.

The bench headed by Justice C. Hari Shankar and Justice Amit Sharma observed that "there can be no cavil with the finding of the Central Administrative Tribunal (CAT) that defective colour vision is a defect. As such, the petitioners clearly suffer from a defect which renders them unfit for appointment as constables in the Delhi Police." The High Court further held that the standards of medical fitness of candidates in forces, including Delhi Police, have to be stricter and higher than those who apply for civilian posts.

The petitioners had approached the High Court with a writ petition challenging the order of the Central Administrative Tribunal, by which it refused to entertain an application seeking an appointment in Delhi Police.

It was contended through the petitioners' advocate that 'defective colour vision' is not 'colour blindness', hence they should appointed as constables in Delhi Police.

The Delhi Police, through Central Government Standing Counsel Ashish Dixit Advocate, opposed the writ petition and contended that colour vision is a defect and therefore, in terms of advertisement, the candidates should be free from defects.

Noted this, the High Court bench said, "We do not find any cause to interfere with the judgement of the Tribunal. This writ petitions accordingly stand dismissed in limine."
