Rep. Scott Perry Ad Highlights Police Complaint Alleging Democrat Janelle Stelson Exposed Herself to a Child

by · Breitbart

Rep. Scott Perry (R-PA) has released a campaign advertisement highlighting allegations that Democrat congressional challenger Janelle Stelson was naked outside her home in view of a neighbor’s grandchild, referencing a written statement from a neighbor who claims to have photographed the incident.

“Disgraced TV reporter Janelle Stelson has been exposed, literally,” the advertisement’s narrator says. “First Stelson got caught making a degrading racial slur live on TV. Stelson got exposed using illegals as campaign workers. One Stelson illegal was even arrested for exposing his genitals in public.”

“Now police have been called to investigate Stelson for exposing herself totally naked to a neighborhood child,” the narrator continues. “Janelle Stelson. She’s not fit to serve.”

According to an October 21 report from PennLive, Stelson’s neighbor Sharon Orr alleged in a written statement that she contacted police on August 14 around 3:15 p.m. after observing Stelson “walking around outdoors” with her “breasts and buttocks fully exposed and in plain sight of my minor aged grandchild.”

The neighbor also claimed to have photographed Stelson and alleged that she had previously observed the congressional candidate insufficiently clothed.

According to Orr’s statement, East Pennsboro Township police informed her that Stelson had described herself as wearing “a nude bra and panties.” Orr maintained that the photograph she allegedly captured contradicted that explanation.

However, the photograph has not been publicly released, and Perry’s campaign acknowledged that it does not possess the image.

East Pennsboro Township police confirmed to PennLive that officers responded to the complaint at Stelson’s and Orr’s homes but declined to release any reports or records. No criminal charges have been filed against Stelson in connection with the allegation.

In an August 26 letter provided to Breitbart News, East Pennsboro Township Police Chief William S. Diehl denied a Right-to-Know request seeking incident reports involving an address on Oyster Mill Road, citing exemptions under Pennsylvania law for criminal and noncriminal investigative records.

The letter did not disclose the contents of any police reports or identify a specific incident.

“This false accusation is a pathetic, desperate attempt by Scott Perry to rescue his failing campaign, with easily disproven lies,” Stelson campaign manager Alma Baker told PennLive in an emailed statement.

Baker added that Stelson “has been a victim of stalking and harassment before” and “now she is a victim of Perry’s supporters making up totally unsubstantiated claims to smear her reputation.”

The allegations have also drawn differing reactions from Stelson’s neighbors.

According to PennLive, several Perry campaign signs were displayed along Orr’s driveway and attached to a railing facing Stelson’s residence, located only a few feet away. When a reporter approached Orr’s home Tuesday afternoon, she threatened to contact police and declined to discuss her statement or share the photograph. “Nobody has talked to me about even releasing or talking to anybody” in the news media, Orr said.

Another neighbor, Steve Dillon, who lives on the opposite side of Stelson’s residence, questioned the accusation. “All I know is that she wasn’t [naked],” Dillon told PennLive. “She was just sitting in her back yard or her back deck.” Although Dillon acknowledged he was not home at the time of the alleged incident, he said he frequently observed Stelson sitting outside, “clothed,” while taking breaks from campaign work.  He suggested that flesh-toned clothing could have been mistaken for nudity, but said being entirely naked “would not be in character with what I’ve gotten to know of her.” Dillon also noted that their homes border a creek frequently traveled by canoeists and kayakers, questioning how such an incident could have gone unnoticed by other residents.

Perry’s advertisement also references the arrest of Chimaobim Adedayo Igbojekwe, a Nigerian national who allegedly exposed himself in a residential neighborhood near a park in East Pennsboro Township. As Breitbart News previously reported on October 7, Igbojekwe, who entered the United States legally in 2017 but overstayed his authorization, reportedly told police he was waiting to distribute Stelson campaign flyers and produced a stack of them. Prosecutors subsequently dropped an indecent exposure charge and one disorderly conduct count before he pleaded guilty to a remaining disorderly conduct charge. U.S. Immigration and Customs Enforcement (ICE) took him into custody October 1.

Stelson’s campaign denied employing him, while attorney Adam Bonin separately stated that he had never worked for the campaign, its vendors, or served as a volunteer. The Associated Press reported that it remained unclear whether another organization had employed him as a paid canvasser. The Department of Homeland Security (DHS) criticized Stelson over the reported connection, while Citizens for Ethics in Washington subsequently alleged in a filing with the U.S. Office of Special Counsel that the department violated the Hatch Act by issuing its statement about Igbojekwe.

Breitbart News also reported September 23 that Stelson ran advertisements criticizing Perry’s support for the FairTax Act of 2025, accusing him of backing a “huge new tax that makes everything more expensive and hits working people the hardest.” The legislation would establish a national sales tax while eliminating federal income, payroll, estate, and gift taxes, dismantling the Internal Revenue Service, and providing rebates to eligible individuals.

The National Republican Congressional Committee (NRCC) accused Stelson of misrepresenting Perry’s position by omitting the federal taxes the proposal would eliminate. Perry has also supported legislation to codify President Donald Trump’s no-tax-on-tips pledge and argued that reductions in federal revenue should be accompanied by spending cuts.

More recently, Breitbart News reported October 20 that Stelson appeared at an event featuring a survivor of convicted sex offender Jeffrey Epstein while receiving political support from WelcomePAC, which has spent more than $100,000 backing her congressional bid. The political action committee has received more than $1.8 million since 2021 from billionaire Democrat donor Reid Hoffman, according to the Revolving Door Project. Hoffman has acknowledged visiting Epstein’s private island and described his interactions with Epstein as related to fundraising for the Massachusetts Institute of Technology. He has not been accused of criminal wrongdoing in connection with Epstein.

During the event, Stelson pledged to “take on the culture of corruption across the government” if elected. The Democrat is challenging Perry in a rematch of their 2024 congressional election, in which she came within approximately 5,000 votes of unseating the Republican incumbent.
