Senior bureaucrat Deepti Gaur Mukerjee has been appointed as the new Secretary of the Department of Higher Education in a top-level bureaucratic reshuffle approved by the Centre.

A 1993-batch Indian Administrative Service (IAS) officer of the Madhya Pradesh cadre, Mukerjee is currently serving as Secretary, Ministry of Corporate Affairs. She will take charge of the Department of Higher Education following the appointment of Vineet Joshi as Secretary, Ministry of Panchayati Raj last month.

The Appointments Committee of the Cabinet approved Mukerjee's appointment in a partial modification of the Personnel Ministry's July 23 order.

Her appointment comes amid heightened attention on the country's higher education and examination systems following the controversy surrounding the National Eligibility cum Entrance Test (NEET), as reported by PTI.

EDUCATION AND EARLY YEARS

Born on February 3, 1969, in Uttar Pradesh, Mukerjee pursued higher education in economics and public policy.

She holds a master's degree in Economics from Jawaharlal Nehru University and an MSc in Public Management and Governance from the London School of Economics and Political Science.

Her academic background in economics and public management was followed by a career spanning several roles across the state and central governments.

JOINING THE IAS IN 1993

Mukerjee joined the Indian Administrative Service in 1993 as an officer of the Madhya Pradesh cadre. During her career in the Government of Madhya Pradesh, she held several senior administrative positions.

According to Bureaucrats Magazine, she served as Principal Secretary in departments including Personnel, General Administration, and Sports and Youth Welfare.

In these positions, she handled administrative reforms and governance-related responsibilities.

ROLE IN THE HEALTH SECTOR

Mukerjee later took up important responsibilities at the national level.

She served as Chief Executive Officer of the National Health Authority, where she was involved in overseeing the implementation of Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, one of India's flagship public health insurance programmes.

She also served as Additional Secretary in the Ministry of Health and Family Welfare, as reported by Bureaucrats Magazine.

CORPORATE AFFAIRS SECRETARY ROLE

Mukerjee has been serving as Corporate Affairs Secretary since August 16, 2024. In the role, she oversaw policy and regulatory matters related to corporate governance and company law.

During her tenure, she was associated with policy initiatives, including reforms linked to the Competition Act and the proposed Digital Competition framework.

NOW, HIGHER EDUCATION SECRETARY

Mukerjee will now move to the Department of Higher Education, bringing experience from more than three decades in the civil services.

Her administrative career has included senior roles in the Madhya Pradesh government as well as key positions at the Centre, covering areas such as personnel administration, governance, health, corporate affairs and regulatory policy.
