Police arrested Dias on Monday, an official said. The car involved, a yellow Mini Cooper, appeared to be brand new and still had decorative ribbons on its doors, suggesting it had been recently purchased. It was also bearing a temporary number plate, typically used before registration with the Regional Transport Office.

The circumstances leading to the crash are under investigation. Authorities are examining whether speed played a role in the collision that turned a routine commute into a fatal accident.
