Bihar is showing significant progress in fundamental areas such as education and health, and it is expected to catch up with the rest of the country within the next few years, stated NITI Aayog CEO BVR Subrahmanyam.

During a press conference in Gaya, where a national conference on data-driven governance is set to commence on Tuesday, he noted that several aspirational blocks and districts in Bihar are on track to become "inspirational" soon, thanks to enhanced governance and service delivery.

"Bihar will catch up with the rest of the country in a couple of years. The state is performing well in terms of basic indicators like education and health. Several aspirational blocks and districts will move on to become inspirational blocks and districts very shortly due to improved governance and service delivery," Subrahmanyam was quoted as saying by news agency PTI.

He highlighted that Bihar is the first state in the country to showcase an unprecedented level of an AI-driven decision support system, designed to assist policymakers, mid-career officers, and individuals undergoing induction training.

This was about the Bihar Institute of Public Administration and Rural Development (BIPARD), which is set to usher in a new era of data-driven governance with the launch of its state-of-the-art GenNext Lab, which will be inaugurated by Subrahmanyam on Tuesday.

Further, NITI Aayog CEO stated that in a world progressing at an unprecedented pace, BIPARD understands that effective governance and policymaking must be closely aligned with rapidly evolving realities.

Today's citizens demand quick decisions, agile reforms, and solutions that address contemporary challenges. Embracing new-age technologies is not merely an option; it is essential for fostering smarter, more responsive, and forward-thinking governance, he emphasised.

BIPARD is poised to revolutionise governance training with the launch of three innovative labs, designed to modernise and improve the approach to policy and governance, according to a senior state government official. These new facilities, situated within the 'deep knowledge and intelligence corridor' on the BIPARD campus, aim to transform how governance is taught and executed in the state.

BIHAR'S NEXT-GEN LAB TO UTILISE AI FOR ENHANCED DECISION-MAKING

The Bihar Next-Gen Lab will leverage home-grown secure artificial intelligence technologies to train administrators. The integration of AI will not only support secure data handling but will also provide analytical tools and insights for better decision-making.

"The lab is expected to enable trainees and officers to harness the power of AI for predictive analysis, policy formulation, and governance optimisation," the official added.

The second lab is named 'Niti Shala.' This facility will offer an immersive learning experience by utilising advanced simulation technologies to create real-world scenarios for trainees to engage with, he explained.

The third lab, 'Viksit Chintan Kaksh,' is envisioned as a collaborative space where state officers can come together to discuss, deliberate, and make key policy decisions, the official noted. It will feature state-of-the-art communication and data-sharing facilities, promoting a collaborative environment for strategising and implementing governance reforms.

This lab aims to facilitate important discussions and consensus-building on policy matters that affect the state, he added.
