Burla: TP Western Odisha Distribution Limited (TPWODL) has triggered its comprehensive Business Continuity and Disaster Management Plan, assembling an emergency field force of over 9,600 personnel and pre-positioning critical power restoration assets across western districts as Cyclone Arnab bears down on the region.

The power distributor—a joint venture between Tata Power and the Government of Odisha—is moving aggressively to safeguard regional electrical networks, insulate communities against extended blackouts, and compress downtime should severe weather collapse feeder lines or damage substations.

Targeted District Deployments

Precautionary measures focus heavily on four vulnerable districts flagged by forecasts from the Meteorological Centre, Bhubaneswar:

  •  Bargarh
  •  Balangir
  •  Kalahandi
  •  Nuapada

Specialized restoration crews have already taken positions across these jurisdictions to intervene the moment conditions permit.

Manpower and Technical Stockpiles

The utility’s immediate frontline readiness hinges on a coordinated field contingent backed by substantial technical reserves:

  •  Field Personnel: 8,658 mobilized workers—comprising 7,675 annual maintenance contract (AMC) personnel and 983 permanent utility employees—supported by a reserve force of 973 skilled and unskilled project personnel held on immediate standby.
  •  Heavy Electrical Assets: 621 distribution transformers, 10 power transformers, and 10,950 utility poles, alongside extensive reserves of conductor wire, power cables, and essential hardware.
  •  Auxiliary Equipment & Mobility: 8 mobile distribution substations, 17 diesel generator (DG) sets, 626 motorized and manual tree cutters, and 324 utility vehicles.

Grid Surveillance and Fail-Safe Command

Operations are being coordinated through a multi-tier monitoring architecture designed to remain intact if local communications unravel:

The central Power System Control Centre (PSCC) based in Burla is running round-the-clock surveillance to direct load balancing and emergency responses. Regional command hubs in Balangir and Kalahandi, along with activated divisional control units, provide local tactical management for field crews. Crucial operating personnel have also been equipped with satellite phones to preserve communications during regional cellular and landline failures.
