CPAL is an umbrella association of football club presidents and administrators across Liberia’s men’s first and second divisions as well as the women’s upper and lower leagues.

Paynesville City- The Club President Association of Liberia (CPAL) has imposed fines on three of its members, including his Co-Chairman Sylvanus Morris, for impersonating and breaching CPAL’s bylaws.

The members include Global Pharma president Morris, who was fined 50,000 LRD Kneeling Warriors; president Rochelle Woodson, 20,000 LRD, who was accused of incite violence amongst members; and Paynesville FC president Hilary Sackie, 20,000 LRD.

CPAL is an umbrella association of football club presidents and administrators across Liberia’s men’s first and second divisions as well as the women’s upper and lower leagues.

Addressing a press conference over the weekend Chris Weah said the individuals are subject to pay their respective fines within one week and referred to a disciplinary committee, emphasizing his commitment to upholding the integrity and discipline within the association.

Said Weah, “I must also bring to your attention violations of our bylaws by certain individuals. Specifically, Article 7, Section 2.1 of the bylaw’s states:

“Any official or member club official who incites violence undermines, or publicly ridicules CPAL, its executives, or other officials, as outlined in Article 3, Subsection 5, shall be penalized as follows:” 1st offence: A fine ranging from 20,000 LRD to 50,000 LRD, second offence Suspension third offence: expulsion

He added, “As Chairman, I am committed to upholding these bylaws. Therefore, the following individuals have been found in violation of these provisions: Sylvanus Morris, Rochelle Woodson and Haliry Sackie.”

However, in September, it was reported that Weah stepped down as Chairman of CPAL, as he had publicly declared his intention to contest the upcoming LFA election.

He acknowledged sending a communication to members on his intent to resign as per CPAL’s constitution.  Accordingly, he said following the legal registration of CPAL, the opening of a bank account, the creation of a website, the drafting of bylaws and a constitution, and the establishment of professional email addresses for CPAL officials, the leadership — comprising himself as Chairman, Co-Chairman Sylvanus Morris, and Secretary-General Edwin Baysah — was required to step down as part of the transition process.

He said as per the bylaws and constitution since two of the three positions were vacant, the association was to be headed by the Board of Directors.

But that did not materialize as his resignation has caused division within CPAL, prompting the Board of Directors to request him to reconsider his decision and resume his role as chairman.

Said Weah, “After careful thought, I have accepted their request and am officially returning as Chairman of CPAL. To discuss the future of CPAL, I am calling for an urgent executive meeting to be held on October 12, 2024, at 2:00 PM at the Royal Hotel. All CPAL executives are required to

attend this critical meeting.”

But I’m response to the fine imposed on him Sylvain Morris said he will not submit himself to any investigation.

According to Morris, Weah has no right to fine him or other members of the organization because he informed the body about his intention to resign.
