CS evaluates key initiatives to transform healthcare in J&K
by Northlines · NorthlinesJammu Tawi, Mar 26: Chief Secretary Atal Dulloo chaired a high-level meeting to review the steps taken by the Health & Medical Education (H&ME) Department as part of an ongoing effort to implement healthcare reforms in Jammu & Kashmir based on recommendations of NITI Aayog.
Senior officers from the Health & Medical Education Department and other stakeholders participated in the meeting, which focused on accelerating systemic reforms, strengthening healthcare infrastructure and improving service delivery across the Union Territory. The discussions centred on developing an integrated strategy to transform the healthcare sector through technology adoption, institutional collaboration, capacity building and stronger public health systems.
Addressing the meeting, Chief Secretary Atal Dulloo highlighted the importance of continued collaboration with NITI Aayog for institutional support and guidance. He expressed satisfaction over the progress made so far and noted that such partnerships are helping translate reform initiatives into practical outcomes for the region.
The Chief Secretary reviewed progress on various initiatives undertaken by the H&ME Department and sought updates from the principals of Government Medical Colleges regarding efforts to increase MBBS and postgraduate seats. He emphasized strengthening medical education capacity in the Union Territory to meet future healthcare demands.
Dulloo also reviewed progress in upgrading healthcare facilities and introducing new specialized services in medical institutions. He directed officials to maintain the pace of development, ensure efficient use of resources and expand quality healthcare services to meet the growing needs of the population. He further stressed the need for strong inter-departmental coordination, continuous monitoring and timely execution of projects to ensure tangible improvements in health outcomes.
Commissioner Secretary, Health & Medical Education, M. Raju, outlined several major initiatives forming the core of the reform agenda. These initiatives aim to ensure accessible, affordable and quality healthcare for all sections of society.
The strategy prioritizes expansion of MBBS and postgraduate medical education and encourages collaboration between premier institutions such as AIIMS, Sher-i-Kashmir Institute of Medical Sciences and Government Medical Colleges. Plans include faculty exchange programmes, joint research projects, academic resource sharing and creation of virtual medical boards through institutional partnerships.
To strengthen critical care services, Tele-ICU facilities will be introduced through a hub-and-spoke model based in Government Medical Colleges. The tendering process has already begun following vetting by NITI Aayog. Tele-Radiology services are also planned to improve diagnostic support, specialist consultations and second opinions.
Three thematic working groups have been formed to focus on service delivery, medical education and integrated emergency and trauma systems. These groups will develop practical frameworks to strengthen healthcare systems across institutions.
The meeting also reviewed initiatives in food safety in collaboration with the Food Safety and Standards Authority of India, including awareness campaigns, stronger enforcement mechanisms and expansion of laboratory capacities.
A comprehensive cancer care strategy is being developed with the Indian Council of Medical Research, which includes establishing a population-based cancer registry and molecular oncology centres in Government Medical Colleges.
Officials also discussed drug de-addiction and mental health initiatives under the “Circle of Care” community rehabilitation model. More than 900 counsellors have been trained and a UT-wide survey on substance abuse is planned.
The meeting emphasized the need to operationalize Tele-ICU and Tele-Radiology services while continuing efforts to expand specialized care services, strengthen institutional partnerships and improve public health outreach across Jammu & Kashmir.
