PLANS have formally submitted for Les Creux Pavilion to change the use of the timber building and bowls greens to create a day nursery, café and ‘multi-sport events space’.

Owner Jersey Property Holdings – the government’s real estate arm – is seeking formal approval to re-role the former bowls club, which shut its doors in March 2024.

In its application, JPH says: “The introduction of a café, nursery, and improved leisure facilities not only strengthens the social and economic function of the site, but also enhances its role as a vibrant, inclusive destination for both residents and visitors.

“The design ensures that the character of the area is preserved and enhanced, while improvements to accessibility, public realm, and biodiversity contribute positively to the quality of the environment.

“The scheme aligns fully with the objectives of the Bridging Island Plan, supporting sustainable development, community wellbeing, and economic resilience. It is considered that the proposal represents an appropriate, beneficial, and sustainable form of change of use, and therefore merits full planning approval.”

The operator who will run the centre, if approved, has already been chosen.

Jennifer Heald, who already owns a nursery in Alderney, was selected as ‘preferred bidder’ for the site at La Moye in March.

Recently, she launched her own consultation exercise, asking for public feedback on her plans to turn the former bowls club into “vibrant, mixed use community hub.”

The plans include refurbishing one of the existing bowls courts to enable a wide range of recreational sports and laying decking to provide an alfresco dining area.

Setting out her proposal for Les Creux, Ms Heald said: “The existing bowling greens will be repurposed into an affordable, bookable ‘multi-use games area’, supporting volleyball, basketball, pickleball, football, and more – with strong demand already from local clubs, families, and youth providers.

“Indoor spaces will host community groups, workshops, and events, available outside nursery hours to ensure the building is used to its full potential all day, every day.

“The café will provide a welcoming third space, serving the park, pump track, and wider community with affordable, locally sourced food and drinks and supporting on-site events with simple, high-quality catering.

“Critically, the nursery meets an urgent need in the west of the Island, where 11% of the population reside with no full-time day nursery facilities. It also provides the core revenue to sustain the site long-term, enabling the community elements to remain accessible and affordable.”
