Putin Government’s Major Outreach: Indian Students to Get Direct Admission to Russian Universities Without Entrance Exams

Under the new policy, Indian students will be eligible for admission to several Russian universities without appearing for any separate entrance examination. Instead, admissions will be granted on the basis of academic qualifications and document verification.
According to Russian authorities, this decision applies to a wide range of disciplines, including engineering, medicine, science, technology, and humanities. As a result, students who often struggle with intense competition and limited seats in India may now find an alternative pathway to quality international education. Moreover, many of these programs will be offered in the English medium, reducing language barriers for Indian applicants.
Importantly, this initiative is being viewed as part of a broader strategy to strengthen the long-standing India–Russia partnership beyond defence and energy, and into the domain of education and research. Russia has historically been a preferred destination for Indian students, particularly for medical and technical education. Therefore, officials expect that the number of Indian students enrolling in Russian institutions will rise substantially in the coming years.
Meanwhile, education experts in India have welcomed the move, noting that it could ease academic pressure on students who miss out on domestic opportunities due to high cut-offs and entrance exam constraints. In addition, comparatively lower tuition fees and access to advanced research infrastructure make Russian universities an attractive option.
However, experts have also advised students to carefully verify university accreditation, course recognition in India, and long-term career implications before applying. At the same time, the Russian government has indicated that more initiatives, including scholarships and expanded academic exchange programs, may be announced in the future.
The selection process for this scholarship does not involve any entrance exams. Candidates are selected based on their previous academic achievements and portfolio. The portfolio may include research papers, letters of recommendation, certificates from national or international competitions and Olympiads and other supporting documents.
Applicants are allowed to select up to six universities according to their preferences. However, the final decision is based on the university’s evaluation and available seats.
The selection process is carried out in two phases
In the first phase, running until January 15, applicants undergo document verification followed by an initial shortlisting.
Subsequently, in the second phase, the Russian Ministry of Science and Higher Education, in coordination with participating universities, finalizes institutional allotments and issues the required visa-related documentation.
