‘Illegal CM’ Remark Puts Vijay-Congress Alliance in Trouble

Congress president Mallikarjun Kharge’s sweeping remarks questioning the legitimacy of governments elected through the existing electoral system have triggered a fresh political controversy, with the statement potentially placing Tamil Nadu Chief Minister C. Joseph Vijay in the spotlight as an “Illegal CM”. Kharge, speaking on October 3, alleged that elections conducted under the current system lacked legitimacy and argued that governments formed through them should be dissolved and fresh elections conducted using ballot papers.

The controversy is particularly striking because Vijay’s Tamilaga Vettri Kazhagam (TVK) government has Congress as an ally. Congress leaders, including senior figures, had supported Vijay’s political rise in Tamil Nadu, making Kharge’s broad declaration politically awkward for a party that is simultaneously working with the TVK government.

Kharge’s remarks were not directed specifically at Vijay. He reportedly described Prime Minister Narendra Modi as an “illegal Prime Minister”, Union Home Minister Amit Shah as an “illegal Home Minister”, and extended the same description to all Chief Ministers elected under the current system. That formulation would necessarily encompass Vijay, who became Tamil Nadu Chief Minister after the 2026 Assembly elections.

That creates an unusual situation for the Congress. On one hand, the party has been cooperating with Vijay’s government in Tamil Nadu; on the other, its national president’s comments appear to question the legitimacy of every government formed through the electoral process Kharge criticised. Consequently, the description of Vijay as an “Illegal CM” has become a point of political ammunition for opponents seeking to expose contradictions within the alliance.

The issue also comes at a time when relations between the Congress and TVK have already experienced moments of tension. In September, disagreements emerged after some TVK leaders began projecting Vijay for a larger national political role, including speculation about a possible 2029 prime ministerial bid. Congress leaders pushed back, maintaining that Rahul Gandhi remained the party’s preferred choice for the top national post.

The latest controversy therefore adds another layer to an already complicated partnership. If the Congress leadership regards the electoral system as sufficiently compromised to describe elected governments as illegitimate, critics are likely to ask why the party continues to participate in and benefit from governments established through the same process.

The phrase “Illegal CM” could consequently become a recurring political weapon in Tamil Nadu. Vijay’s administration depends on a broader coalition, and Congress participation has been an important part of that arrangement. Any perception that the alliance partners do not share a common understanding of the government’s constitutional legitimacy could provide ammunition to rival parties.

At the same time, Congress can argue that Kharge’s remarks were part of a larger national campaign concerning electoral rolls, electronic voting machines and the Special Intensive Revision (SIR), rather than a targeted attack on any particular Chief Minister. The party has demanded action over what it describes as irregularities in the electoral process and has called for changes to the system.

The political contradiction nevertheless remains difficult to ignore. Congress and TVK have continued to cooperate on opposition politics. On October 3, TVK representatives participated in an INDIA bloc meeting convened at the Tamil Nadu Congress headquarters in Chennai. Tamil Nadu Congress Committee president Manickam Tagore described TVK’s participation as a historic development and said its inclusion would strengthen the opposition alliance.

That cooperation makes the “Illegal CM” controversy particularly sensitive. A party cannot easily dismiss the political significance of a statement that, when applied literally, encompasses the head of a government in which it is itself a partner.

For Vijay, the episode presents another test of his relatively new political establishment. His transformation from one of Tamil cinema’s biggest stars into the leader of a governing political force has already attracted intense scrutiny. The latest dispute demonstrates that his relationship with national opposition parties could become increasingly complicated as his political ambitions expand.

Ultimately, the controversy may prove less important for its literal wording than for what it reveals about the opposition alliance. The “Illegal CM” label exposes a political contradiction that both Congress and TVK will have to navigate carefully: they are allies in Tamil Nadu while simultaneously operating within a national opposition campaign that challenges the credibility of the electoral system that brought their governments to power.

As the political battle over electoral reforms, SIR and opposition unity intensifies, Vijay is likely to find himself caught between competing narratives. For the Congress, explaining how its alliance with the TVK fits alongside Kharge’s sweeping criticism will be essential. For Vijay, maintaining political stability while managing the ambitions and disagreements of his allies may prove just as important as confronting his electoral opponents.
