Pet Food Company Fined over €500,000 for Price-Fixing

by · Greek City Times

Greece’s Competition Commission has fined Ktenas, a company operating in the pet food market, €521,864 for fixing retail prices for pet food and restricting retailers’ ability to display prices and sell products online.

The Commission’s plenary session unanimously accepted a settlement proposal submitted by the company under Decision 924/2026 and imposed the reduced fine for violations of Article 1 of Law 3959/2011 and Article 101 of the Treaty on the Functioning of the European Union (TFEU).

According to the Commission’s announcement, its investigation found that Ktenas imposed uniform retail prices through systematic monitoring of prices at physical and online stores, including the Skroutz shopping platform.

The company ensured that distributors complied with its pricing policy through a system that allowed retailers to report one another’s pricing practices, as well as through threats of sanctions. These measures included suspending product deliveries and terminating commercial partnerships.

Ktenas also required resellers not to display prices on their online stores. The Commission found that this practice significantly restricted online sales and passive sales to consumers.

The case concerns the markets for the import, production and retail sale of pet food, primarily for dogs and cats.

The investigation began after the Commission received information through its anonymous online reporting platform. As part of its own-initiative investigation, the Commission’s Directorate-General for Competition conducted on-site inspections at businesses in the sector in November 2024.

The case forms part of the same investigation that led to Competition Commission Decision 901/2026, which imposed fines on businesses supplying pet food.
