Greece Offers Housing Renovation Grants of Up to €36,000
by Kosta Papadopoulos · Greek City TimesGreece’s new €500 million Housing Renovation scheme will offer grants covering 70% to 95% of eligible costs, up to €36,000 per property, to support home renovations and energy upgrades, with priority for vacant homes.
The programme forms part of the 2021–2027 Partnership Agreement (NSRF/ESPA). Authorities have published the implementation guide, allowing interested property owners to prepare their applications. However, officials have yet to announce the application opening dates and deadlines.
What the implementation guide covers
The guide outlines every stage of the process, from preparing and submitting an online application to evaluation, funding approval, renovation works and grant payments.
It also specifies eligible works and expenses, required supporting documents, deadlines, and the procedures for inspecting and certifying completed improvements.
Which renovation works qualify for funding?
The scheme covers a broad range of renovation and repair works, including:
- Kitchen and bathroom renovations, including replacement of sanitary fittings.
- Replacement of flooring, entrance doors and internal doors.
- Repairs or replacement of electrical and plumbing installations.
- Structural repairs, plastering, tiling and painting.
- Internal layout changes and accessibility improvements, where applicable.
The programme also funds energy-efficiency upgrades, including replacement of windows and other frames, thermal insulation, improved heating and cooling systems, and installation of domestic hot-water systems.
Applicants must combine renovation works with energy-efficiency improvements. Each proposal must also improve the property’s energy rating by at least one category.
Vacant homes receive priority as application dates remain pending
Authorities will activate the online application platform in two phases. The first phase will target vacant properties, followed by homes already used as primary residences.
Publication of the implementation guide does not mean applications have opened. Authorities will announce the platform’s activation dates and the deadlines for each phase at a later date.
In the meantime, prospective applicants can review the programme’s requirements and prepare their documentation.
How applicants should prepare
Applicants must first obtain an Eligibility Certificate for the property before submitting a funding application. This certificate represents the initial stage of the process and does not guarantee funding approval.
Applicants must submit their applications exclusively online through the programme’s information system, which the Technical Chamber of Greece (TEE) manages. The scheme does not require a physical application file.
A central component of each application is the Intervention Plan, which describes the proposed renovation and energy-efficiency works and their estimated costs. Authorities will use this plan to determine the requested grant amount and assess whether the proposal meets the funding requirements.
Applicants do not need a technical consultant to submit an application, although the guide recommends professional assistance to select appropriate improvements, prepare the intervention plan correctly and estimate costs realistically.
At the initial submission stage, applicants must provide the Intervention Plan, the required statutory declarations and any additional supporting documents relevant to their circumstances.
Applicants will submit the first Energy Performance Certificate and the Electronic Building Identity or Divided Property Identity at a later stage, after their applications receive a positive assessment and within the prescribed deadline.
The implementation guide’s appendices contain the full list of required documents and statutory declarations.
Property owners urged to prepare documentation early
Authorities encourage prospective applicants to use the preparation period to verify their property’s details, obtain any necessary consent from co-owners, resolve outstanding legalisation or compliance issues, and prepare their Intervention Plans.
Through the Housing Renovation scheme, the 2021–2027 NSRF aims to help address Greece’s housing challenges, improve living conditions and bring unused homes back into use. The programme combines housing policy with energy efficiency and sustainable development.
The implementation guide is available on the official website of the Environment and Climate Change Programme 2021–2027:
