Mumbai: Odisha has signed preliminary investment pacts with state-owned miner NLC India Limited (NLCIL) to develop major power generation, coal gasification, and mineral processing projects across the state.
The agreements were finalized in Mumbai on October 22 between NLCIL and the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL). The documents were signed by IPICOL Managing Director Aboli Sunil Naravane, IAS, and NLCIL Executive Director for Mines and Land, I.S. Jasper Rose. Odisha Chief Minister Mohan Charan Majhi, state Additional Chief Secretary for Industries Hemant Sharma, and NLCIL Chairman and Managing Director Prasanna Kumar Acharya were present at the event.
The largest initiative is a proposed 3,200 MW ultra-supercritical coal-fired power plant. Estimated at an investment of ₹35,000 crore, the project is planned with four units of 800 MW each and is projected to create employment for approximately 4,000 people.

A companion agreement outlines plans for a beach sand mineral processing plant. That project involves an estimated investment of ₹2,000 crore and is expected to generate jobs for about 500 workers.
Under a separate memorandum, NLCIL will evaluate the technical feasibility of surface coal gasification in Odisha to produce synthesis gas (Syn-Gas) for the fertilizer sector, establishing a direct supply link between domestic coal reserves and plant nutrients.
According to IPICOL and NLCIL, the projects are aimed at expanding Odisha’s power capacity, encouraging local mineral processing, and generating industrial jobs, while advancing domestic self-reliance under the central government’s Atmanirbhar Bharat vision.
