BSP chief highest paid government official
by Daphne Galvez · philstarMANILA, Philippines — Executives of the Bangko Sentral ng Pilipinas have once again dominated the annual list of highest-paid government officials, with BSP Governor Eli Remolona Jr. leading the list with a net pay of P52.756 million.
Based on the Commission on Audit (COA)’s 2025 Report on Salaries and Allowances (ROSA), Remolona’s net pay increased anew from P47.97 million in 2024 and P35.46 million in 2023.
His full-year pay for 2025 included P12 million in basic pay, P18.02 million in allowances and P21.67 million in bonuses, incentives and benefits.
His entire pay came from the BSP but he also sat in the governing boards of 10 other government-owned and controlled corporations (GOCCs) for which he received zero compensation.
Fourteen other officials from the BSP landed in the top 20 highest-paid government officials.
In the second spot was BSP Deputy Governor Elmore Capule with a net pay of P36.015 million, followed by BSP senior assistant governor (SAG) Johnny Noe Ravalo with a net pay of P30.588 million.
In the fourth spot was BSP SAG Edna Villa with a net pay of P30.52 million, followed by BSP Monetary Board member Benjamin Diokno with a net pay of P30.199 million and BSP MB member Romeo Bernardo with P30.079 million.
Bernardo was followed by BSP MB member Rosalia de Leon with P29.99 million and BSP DG Chuchi Fonacier with P27.725 million.
Landing in 11th and 12 spots, respectively, were BSP DGs Mamerto Tangonan with P26.484 million and Bernadette Romulo Puyat at P24.762 million.
Three other BSP executives were also in the top 20 – DG Zeno Ronald Abenoja (16th place with P16.355 million), SAG Arifa Ala (19th place with P14.649 million) and DG Lyn Javier (20th place with P14.59 million).
