30 homes near Catholic Church in St Martin get green light after appeal upheld

SENATOR Sir Mark Boleat – who is set to become the next Planning Minister should the roles of Planning and Environment are split – has made his first decision: to allow a 30-home affordable housing development to go ahead in a field in St Martin.

The site at Field MN410, La Rue des Buttes, was rezoned for affordable housing in the Bridging Island Plan, with the proposed development comprising 30 homes, including 12 two-bedroom and 18 three-bedroom properties.

Under the original application, the homes are intended to be transferred to Jersey Homes Trust, with 55% available for affordable purchase and 45% for social rent.

The scheme also includes a small number of homes for elderly, low-income parishioners through arrangements involving the Sir David Kirch Trust.

An application for the development was originally refused by the former Planning Committee in March 2025.

The development is in a field off Rue des Buttes, just south of the Catholic Church

The applicant, Dandara, subsequently appealed the decision, and the case was reviewed by independent planning inspector Nigel McGurk, who recommended that planning permission be granted.

In his report, the inspector concluded that the principal issue in the appeal was the impact of the proposed development on highway safety. Having considered the available evidence, he found that improvements to visibility at the site entrance would provide safe access to the development.

The inspector also concluded that the scheme would deliver wider highway and access improvements that would benefit all road users.

In recommending approval, the inspector also highlighted the wider context of Jersey’s shortage of affordable housing, noting evidence presented during the appeal that the Island remains significantly behind its target for delivering affordable homes on sites allocated under the Bridging Island Plan.

Having considered the inspector’s findings and recommendation, Senator Boleat – in his capacity as Assistant Environment Minister – agreed with the assessment and granted planning permission, subject to planning conditions and the completion of a planning obligation agreement.
