On Thursday, the European Union opened applications for free travel passes that let 18-year-olds explore Europe, including the Netherlands. The offer is part of DiscoverEU, a program under Erasmus+. Applications close at midday Central European Time on Oct. 15, and friends can apply together. According to the European Commission, those selected receive a pass for the most environmentally friendly transport available, usually rail, though other modes may be used in some cases.
