Lord Jagannath’s ‘Amrut Manohi’ land restored: Board of Revenue orders 1.5 acres back into Mahaprabhu’s records

Bhubaneswar: In a significant order concerning the protection of Lord Jagannath’s landed property, the Odisha Board of Revenue has directed that nearly 1.5 acres of valuable ‘Amrut Manohi’ land near the Shree Gundicha Temple and Sharadhabali be restored to the records of Lord Jagannath.
The directions came in two cases involving land at Mouza Talabania in Puri, where claims had been made for change in land classification (Kisam) and recognition of private rights. Board of Revenue Member Satyabrata Sahu directed the authorities to restore the land records in the name of Lord Jagannath.
According to the 1889 Sabik settlement records, Lord Jagannath was the recorded owner of the land and its status was ‘Amrut Manohi’. However, the records subsequently changed and in 2002 the land came to be recorded in private names. The proceedings also revealed that the land was later transferred to other individuals through registered sale deeds.
Acting under Section 32 of the Odisha Survey and Settlement Act, 1958, the Board examined the old and subsequent land records, the source of title and the registered sale deeds.

A key issue was Section 16(2) of the Shree Jagannath Temple Act, 1955, which requires prior approval of the State Government for sale or transfer of the temple’s immovable property. Such approval could not be established. The Board held that if the legality of the original transfer is not proved, subsequent sale deeds cannot, by themselves, validate it.
The settlement authorities have been directed to record the land as “Shree Jagannath Mahaprabhu Bije, Puri, Marfat Temple Managing Committee, Amrut Manohi status.”
Sahu has also directed the Chief Administrator of the Shree Jagannath Temple Administration to bring nearly 1.5 acres of the land into Lord Jagannath’s Record of Rights.
