New Zealand has outlined three formal registration pathways that foreign-trained doctors can follow to practise medicine in the country, according to the Medical Council of New Zealand.
The council specifies three main scopes of practice under which doctors can be registered: General, Vocational, and Special Purpose.
Ways foreign doctors can be registered in New Zealand
Each scope carries distinct requirements and is designed for different stages or circumstances of a medical career.
1. General registration pathway
The General scope, which may be preceded by a Provisional General scope, is aimed at doctors working as resident medical officers or those currently undergoing vocational training. This pathway is typically the entry point for international medical graduates beginning their careers within the New Zealand health system.
2. Vocational registration pathway
Vocational registration, by contrast, is a permanent form of specialist registration. It is intended for doctors who wish to work independently in New Zealand and have already completed specialist training in their chosen field. This scope is the highest level of registration available and signals full, unsupervised practice rights.
3. Special purpose registration pathway
For doctors who wish to enter New Zealand on a temporary basis, the Special Purpose scope offers a third option. This registration is not permanent and is reserved for specific circumstances such as conducting research, undertaking further training, or providing assistance during a disaster response.
Beyond the three pathways for doctors, the Medical Council also administers a separate registration framework for physician associates. Anyone applying for the first time in this role will be registered under the Physician Associate Provisional scope. A second scope, the Physician Associate General, is also available, and both carry their own eligibility requirements.
The Medical Council of New Zealand notes that each pathway within these scopes comes with specific criteria that applicants must satisfy before registration is granted. Prospective registrants are advised to review each scope carefully to determine which pathway best suits their qualifications and professional intentions.

Applicants must have lived in Australia on a valid visa for a number of years before the date they apply for citizenship.
The rules also specify how much time applicants are allowed to have spent outside Australia during that period.
