Odisha Unveils Rs 500 Crore Waterfront Mission

Bhubaneswar: The Odisha government just rolled out city-specific plans which combine each place’s unique culture and local economy into one big urban vision. With this new approach, Cuttack’s waterfront is set for a revamp that highlights its old trading roots and creates space for large public events.
In Sambalpur, development will lean into its Sambalpuri heritage and boost cultural tourism. Over in Bhubaneswar, green-blue infrastructure takes centre stage, while Baripada and Chandbali are positioned as new hotspots for eco-tourism and cultural activity. Rourkela’s makeover will focus on public recreation and making everyday life a little better for people.
Driving all of this is the new ‘Waterfront Development’ scheme, just launched by the state’s Housing and Urban Development department. To make these big upgrades a reality, the department signed off on a large allocation of Rs 500 crore spread out over five years dedicated fully to transforming rundown water bodies into vibrant, eco-friendly public spaces.
The first phase of this plan is quite bold. It highlights important rivers and urban corridors across several districts. Key spots chosen to set the standard include the Mahanadi riverfronts in Cuttack and Sambalpur, the Daya-Gangua corridor and Kuakhai floodplain in Bhubaneswar, the Budhabalanga riverfront in Baripada, the Baitarani riverfront in Chandbali, and the Veda Vyasa riverfront along the Brahmani river in Rourkela.

On-site, the scheme brings in all sorts of upgrades, both structural and economic. New green infrastructure, biodiversity parks, eco-education centres and lots of recreational spaces will be seen. The government is also backing local businesses with special zones for vendors, plus adding smart public features like advanced lighting, modern cultural plazas, and spaces set aside for gatherings.
To make sure all this growth doesn’t harm the environment, every project comes with strict environmental and social safeguards. We can expect integrated wastewater treatment, protection of local wildlife, renewable energy sources and a commitment to accessibility to all. Buildings will also employ flood-resilient engineering. The goal is to get to the sweet spot where economic development, environmental protection and climate resilience all grow together.
