Greece Ready to Intervene if Turkey Harasses French GSI Survey Vessel

Athens and Paris are finalising a joint communiqué on the restart of Great Sea Interconnector (GSI) seabed surveys. A French-flagged research vessel will map the remaining cable route between Greece and Cyprus, including waters that have never been delimited.

Turkey will be informed, not asked for permission.

Joint communiqué, no Turkish veto

The planned notice — possibly issued by the French state — will name the vessel, the survey boxes and the duration of the work. Greece, Cyprus and Turkey are to receive it; Egypt may be added if the route requires it.

The legal point is deliberate: notification is not consent. Surveys in undelimited areas will proceed under Greek NAVTEX from Heraklion, without a Turkish licence.

Defensive deterrence at sea

Hellenic frigates and gunboats will hold a defensive deterrence posture. They will intervene if the French vessel is harassed. They will not provoke first.

The model is the 2024 stand-off south of Kasos, when Turkish warships challenged an Italian-flagged survey ship working for the same project. Athens expects Ankara may answer again with a counter-NAVTEX or a warship.

Two EU states, one naval backstop

France supplies the flag, the political cover and a majority investor (Meridiam) plus cable contractor (Nexans). Greece supplies the navy.

The legal message comes from two EU member states. Hellenic readiness is the deterrence.
