Can the DUSU President fix hostels, fees and student problems?
As the Delhi University Student Union (DUSU) Election 2026 votes are counted today, most students know the DUSU President role is powerful, but few know what it actually controls. Here is a full breakdown of DUSU powers, limits, funding and past presidents who became national leaders.

Campus, where the fate of this year's Delhi University Students' Union election will be decided.
Polling happened Thursday across DU's colleges, with turnout landing at 40.46% among the more than 1.51 lakh eligible voters.
Seven candidates are in the fray for president, with the real contest expected between ABVP's Yash Dabas, NSUI's Vijay Shankar Meena, and Ananya Raturi from the AISA-SFI alliance.
Whoever wins will inherit a title that sounds a lot bigger than it actually is. Most students know the DUSU president matters. Very few know what the job can actually change.
WHAT DOES THE PRESIDENT ACTUALLY CONTROL
DUSU runs four central posts, President, Vice President, Secretary, and Joint Secretary, elected by direct student vote across the university's faculties and member colleges.
The president chairs the union, represents students in front of the administration, and sets the tone for what issues the union pushes hardest on.
But here's the part that surprises people: the president cannot unilaterally change fees, exam schedules, or hostel policy. DUSU's real power is pressure, not command.
CAN THEY CHANGE HOSTEL, FEE OR EXAM RULES?
Not directly. When hostel rents were hiked in past years, DUSU's response was a formal letter demanding the hike be rolled back, not an order that reversed it.
Fee hikes tied to the National Education Policy rollout have followed the same pattern, DUSU protests, petitions, and organises sit ins, and the university administration decides.
The union's leverage comes from visibility and organised pressure, marches, press coverage, and occasionally High Court intervention, not from any formal veto power over university decisions.
WHAT DO THE OTHER THREE POSTS ACTUALLY DO?
The Vice President typically steps in when the president is unavailable and often leads specific campaigns, hostel access and safety measures have been common VP-led pushes in recent years.
The Secretary manages internal union operations and coordination with college-level unions.
The Joint Secretary supports both roles and often handles outreach across DU's dozens of member colleges, each of which runs its own separate student union beneath the central DUSU umbrella.
HOW MUCH POWER DOES DUSU HAVE OVER DU ADMINISTRATION?
The power DUSU holds over the DU administration is less than the campaign rhetoric suggests. DUSU is a representative body, not a governing one.
It can escalate grievances, organise protests, and force administrative attention onto an issue, but final decisions on fees, hostel allotment, academic calendars, and infrastructure rest with the university administration and its governing bodies.
WHAT STUDENT LEADERS CANNOT DO
They cannot alter admission rules, set tuition, hire or remove faculty, or change academic policy.
Campaigning itself is tightly restricted under Lyngdoh Committee guidelines, no defacement, no unauthorised posters, and this year candidates had to post a refundable bond against property damage.
The Delhi High Court has also banned victory processions this year and issued show cause notices to contesting candidates over past conduct.
HOW DOES DUSU FUNDING WORK?
DUSU runs on a surprisingly small budget, roughly Rs 24 lakh annually, funded largely by a Rs 20 yearly subscription every student pays at admission. That's it.
There’s no massive discretionary fund, no independent budget line for major campus projects.
WHEN DUSU AND THE ADMINISTRATION DISAGREE
The union's only real weapon is escalation, louder protests, media attention, and sometimes courts.
Past ABVP led councils have staged indefinite sit ins over hostel fee hikes. Past unions have taken hostel rent disputes and safety demands all the way to public pressure campaigns that eventually forced administrative response, even without formal authority to force it themselves.
WHY THIS POST STILL MATTERS
The influence lasts long after graduation. Arun Jaitley led DUSU in 1974 and later led anti Emergency protests on campus before becoming India's Union Finance Minister.
Ajay Maken won the post in 1985 and built a national Congress career.
Vijay Goel, Vijay Jolly, Rekha Gupta, and Alka Lamba all passed through this same office before stepping into serious political life.
The president elected today inherits a title with limited formal power and an outsized track record of producing people who eventually get real power somewhere else.
