Crackdown on illegal construction in posh Gurugram society; PGs, stores razed
The Town and Country Planning Department (DTCP) has intensified demolition and sealing action in Gurugram's DLF Phase-3 over illegal commercial use of residential buildings. The High Court-backed drive has expanded after a large survey found widespread violations and infrastructure strain.

A major enforcement drive in Gurugram’s upscale DLF Phase-3 intensified on Sunday with authorities demolishing an illegal mega PG operating out of a residential building, even as a wider crackdown on unauthorised constructions and commercial misuse of homes continued across the township.
The latest action, carried out with heavy police deployment and demolition teams, comes days after a wider anti-encroachment campaign was launched across DLF Phase 1 to 5, where over 300 violations were identified in Phase-3 alone during a detailed survey of nearly 5,100 properties.
Officials said the enforcement action stems from a writ petition filed by the DLF Residents' Welfare Association (RWA) nearly two years ago, prompting a court-directed survey of the entire DLF township.
During inspection, authorities categorised violations under EWS and general categories and issued restoration orders to property owners. After the expiry of compliance deadlines, demolition and sealing operations were initiated. DTCP Enforcement officials said the department is acting strictly in line with High Court and Supreme Court directions.
CLINICS, PGs OPERATING WITHOUT PERMISSION SEALED
The crackdown has revealed widespread misuse of residential plots for commercial purposes, including illegal clinics, guest houses, PG accommodations, gyms, departmental stores and beauty parlours operating without mandatory approvals.
Officials confirmed that multiple illegal establishments, including at least three guest houses and unauthorised clinics, have been sealed during the ongoing operation. Authorities said such activities were overloading civic infrastructure and violating building norms.
ENCROACHMENT ON PUBLIC RIGHT OF WAY REMOVED WITH JCBs
The enforcement teams also targeted encroachments on government land between buildings, known as Right of Way (ROW), where residents had allegedly constructed garden areas, guard rooms, genset installations and small kiosks.
Officials said these encroachments were contributing to traffic congestion and putting additional strain on local infrastructure. The structures were demolished using JCB machines as part of the ongoing drive.
45-ROOM ILLEGAL MEGA PG BUSTED IN DLF PHASE-3
In a separate major action on Sunday, DTCP officials demolished an illegal mega PG operating from Amaltas Apartments (S-23/1) in DLF Phase-3, where a single residential building had been converted into a heavily overcrowded accommodation unit.
Officials said the structure violated basic occupancy norms, with each floor illegally subdivided into multiple rooms. The building, which was permitted for four families under Stilt+4 norms, had been converted into a 45-room setup with an equal number of attached toilets.
DTCP officials, who carried out the operation with police support, said the building was severely overloading water, sewage and electricity infrastructure, posing a major safety risk. The electricity supply was disconnected before sealing action was taken.
DTP Enforcement officer Amit Madholia said notices had already been served to the owner, adding that such overburdened structures could lead to serious safety incidents. He also indicated that FIR proceedings against violators are likely as part of further legal action.
THREE-DAY ENFORCEMENT DRIVE TO CONTINUE ACROSS DLF
Authorities said the crackdown would continue for at least three days across multiple phases of DLF, with action planned against all properties where violations were identified and no court stay orders exist.
Officials warned that illegal PGs, clinics, gyms, salons and other commercial activities operating inside residential properties across DLF Phase 1 to 5 will face similar demolition and sealing action in the coming days.
