Delhi to regulate PGs after building collapse; licencing, caps on deposit proposed

The Delhi government has proposed a new regulatory framework for paying guest (PG) accommodations, with mandatory registration, rent regulation, CCTV cameras and security measures among the key provisions aimed at improving student safety and curbing arbitrary practices by PG operators. This comes days after seven people were killed when a PG collapsed in Satya Niketan, killing seven people.

The proposed 'Paying Guest Accommodation Regulation and Welfare Bill' seeks to bring PG accommodations in major educational hubs such as Mukherjee Nagar, Laxmi Nagar, Rajendra Nagar and North Campus under a formal regulatory system.

Under the proposal, every PG operating in Delhi will have to be registered and obtain an operating licence from the zoning authority within 90 days. The process will require no-objection certificates (NOCs) from the police, municipal corporation and local administration.

Each registered PG will be assigned a unique Paying Guest Registration Number (PGRN), while details of verified accommodations will be made available through a proposed single-window digital platform.
