Doctors’ strike: Odisha govt orders salary stoppage, warns of action

Bhubaneswar: The Odisha Health Department of the Odisha government has ordered stoppage of salary of the doctors of the Odisha Medical Services Association (OMSA) who have been protesting.

In a letter to MD, NHM, Odisha, MD, OSMCL, Bhubaneswar, All Directors under Health & FW Department Dean & Principal of all Government Medical College & Hospitals Superintendent of all Government Medical College & Hospitals All CDM&PHOS, the Commissioner-cum-Secretary of the Health Department said that it has come to the notice of the Government that the OMSA members/Doctors of OMHS Cadre and some doctors engaged on contractual basis have boycotted the health services in most of the health institutions of the state w.e.f. 01.07.2026 though Odisha Essential Services (Maintenance) Act 1988 (Odisha Act 9 of 1992) on doctors and paramedics of the state is in force vide order No.78 dated 06.01.2026 of Home (Special Section) Department.

As a result of which the general public of the state are being deprived of getting health services. Boycott of health services by the OMHS Cadre Medical Officers and not performing the duties assigned to them, amounts to gross misconduct as they not only violates Rule 3 & 4 of Orissa Government Servants’ Conduct Rules, 1959 but also disobeys the OESMA.

Hence, the concerned authorities are hereby requested to held up the salary of those Medical Officers of OMHS Cadre who are not performing the duties assigned to them until further instruction from the Government.

Further, those Medical Officers who are engaged on contractual basis and participated in strike remaining absent from duty shall be terminated after serving due notice.
