Odisha’s higher education administration is overhauling its technological back-end, tapping state-owned telecom provider RailTel Corporation of India Ltd to build and integrate a large-scale governance network.
Under a fresh work order valued at ₹48.98 crore inclusive of taxes. As reported by CNBC TV18, the public sector undertaking will engineer 83 dedicated digital application modules for the Odisha government’s Higher Education Department. The contract officially landed on Tuesday, October 13, 2026, setting a delivery deadline of May 10, 2027.
The technical scope entails rolling out these modules under a unified Comprehensive Digital Governance Platform, deploying requisite personnel, and ensuring end-to-end integration with the department’s prevailing enterprise resource planning architecture. Awarded entirely by an Indian domestic entity, the commercial arrangement does not constitute a related-party transaction, and company promoters hold no stake in the commissioning body.

For RailTel, the assignment marks a deeper operational foothold in regional public governance—extending a broader portfolio pivot away from standalone railway communications toward state-level ICT mandates.
Odisha has emerged as a key focal point of that strategy. Prior to this deal, the enterprise picked up a ₹48.40 crore contract from the Odisha Primary Education Program Authority to install vocational laboratories, alongside a separate ₹43.90 crore project commissioned by the Office of the Inspector General of Police, Odisha Police.
The company’s institutional pipeline extends to other state authorities as well, including an examination security assignment worth ₹41.32 crore from the Uttar Pradesh Police Recruitment and Promotion Board. To anchor this burgeoning workload alongside its nationwide optical fiber backbone, RailTel is expanding its data center and cloud infrastructure across Gurugram and Secunderabad under a ₹250 crore project where STL Networks was named the lowest (L1) bidder.
