Major OAS Reshuffle in Odisha: 42 Officers Transferred, Check Key Appointments

Bhubaneswar: The Odisha government has effected a major bureaucratic reshuffle, transferring and assigning new responsibilities to 42 Odisha Administrative Service (OAS) officers across various departments and districts.

According to a fresh notification issued by the General Administration and Public Grievance (GA&PG) Department, the reshuffle covers officers holding senior administrative, district-level and secretariat positions.

As part of the reshuffle, Bidhan Chandra Ray, OAS (SS), currently serving as Special Secretary in the Commerce and Transport Department, has been transferred and posted as Special Secretary in the Fisheries and Animal Resources Development Department.

Aniruddha Pradhan, OAS (SAG), Additional District Magistrate (ADM), Boudh, has been transferred and posted as ADM, Subarnapur. He has also been appointed as ADM under the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.

Similarly, Pratap Pritimaya, OAS (SAG), has been appointed ADM, Dhenkanal, following the cancellation of his earlier posting in the Revenue and Disaster Management Department.

Ramesh Chandra Sethi, OAS (SAG), who was serving as ADM, Dhenkanal, has been transferred and posted as Additional Commissioner of Bhubaneswar Municipal Corporation (BMC) on foreign service terms.

Ashok Kumar Behuria, OAS (SAG), Additional Secretary in the Information and Public Relations Department, has been appointed Chief Development Officer-cum-Executive Officer (CDO-cum-EO), Zilla Parishad, Kendrapada.

Meanwhile, Ajambar Mohanty, who was serving as CDO-cum-EO of Kendrapada Zilla Parishad, has been transferred to the Information and Public Relations Department as Additional Secretary.

Dr Bijayananda Sethy, OAS (S), has been posted as CDO-cum-EO, Zilla Parishad, Puri, following the cancellation of his earlier appointment as General Manager of Odisha Bridge and Construction Corporation (OB&CC).

Biranchi Narayan Darwan, OAS (S), CDO-cum-EO, Zilla Parishad, Nabarangpur, has been appointed ADM, Boudh.

Similarly, Dillip Kumar Pradhan, OAS (S), Additional Executive Officer, Zilla Parishad, Deogarh, has been transferred and posted as ADM, Jharsuguda.

Both officers have also been appointed as ADMs under the provisions of BNSS, 2023.

Changes in Sub-Collector Posts

Jyotikanta Bhujabal, OAS Group-A (Senior Branch), who was serving as Deputy Administrator (Revenue) of the Shree Jagannath Temple Administration (SJTA), Puri, has been appointed Sub-Collector, Kendrapada. He will also serve as Sub-Divisional Magistrate (SDM), Kendrapada.

Pushpak Kumar Pradhan, OAS Group-A (Senior Branch), Block Development Officer (BDO), Bamra, has been transferred and posted as Sub-Collector-cum-SDM, Kendujhar.

Arun Kumar Nayak, the outgoing Sub-Collector of Kendrapada, has been appointed Additional Executive Officer, Zilla Parishad, Puri.

Similarly, Uma Shankar Dalai, who was serving as Sub-Collector, Kendujhar, has been transferred and posted as Deputy Secretary of the Odisha Sub-ordinate Staff Selection Commission (OSSSC), Bhubaneswar.

Other Key Administrative Appointments

Manoj Patra, OAS (S), has been appointed General Manager (Administration) of the Odisha State Civil Supplies Corporation Limited, Bhubaneswar, on foreign service terms. His earlier posting to Sambalpur Municipal Corporation has been cancelled.

Saroj Kumar Behera, OAS (S), Joint Secretary in the Health and Family Welfare Department, who was also holding additional charge as Administrative Officer of Odisha University of Health Sciences, has been transferred and posted as Special Land Acquisition Officer for the Mega Steel Plant at Patna in Kendujhar district.

The reshuffle also includes changes in Joint Secretary-level positions in the Agriculture and Farmers’ Empowerment, Fisheries and Animal Resources Development, and Higher Education departments.

Several BDOs have been assigned responsibilities as Project Administrators of Integrated Tribal Development Agencies (ITDAs), while certain officers have been allowed to continue in their existing positions following the cancellation of previous transfer orders.

The latest reshuffle covers administrative positions across Kendrapada, Kendujhar, Dhenkanal, Puri, Boudh, Subarnapur, Jharsuguda, Nabarangpur and other districts of Odisha.
