EC Mandates Parents’ SIR Details in Form 6 to Streamline New Voter Verification

New Delhi: The Election Commission of India (ECI) has made it mandatory for new voters to submit details of their parents or grandparents as listed in the last Special Intensive Revision (SIR) roll along with Form 6 applications.

The move is aimed at streamlining the verification process and ensuring accurate linkage with legacy electoral records during the ongoing SIR exercise.

Under the new directive, every new applicant must now file Form 6 along with a ‘Declaration Form’ or Annexure IV. Applicants are required to provide the name of their parent or grandparent exactly as it appeared in the previous SIR roll, along with the assembly constituency number, part number, and serial number.

For instance, in Odisha and West Bengal, applicants must refer to the 2002 SIR roll, while in Uttar Pradesh the 2003 final voter list will be used. If the parents are from another state, details from that state’s latest SIR roll have to be mentioned.

The EC said the change has been introduced to ensure “no eligible citizen is left out and no ineligible person is included” in the electoral roll.

Officials added that linking new applications to past SIR data will help in faster and more accurate verification by Booth Level Officers (BLOs).

BLOs have been instructed to carry blank copies of Form 6 and the Declaration Form during door-to-door visits so that eligible citizens who turn 18 on or before the qualifying date can apply on the spot.

Other requirements for Form 6 remain unchanged: Name, address, recent photograph, and mobile number

Proof of age such as Aadhaar, PAN card, birth certificate, or Class 10/12 certificate

Applications can be submitted online through the ECINET portal and app, or physically through BLOs.

The EC has rolled out this parental linkage requirement as part of the Special Intensive Revision 2026, which is currently underway in multiple states. The Commission said the digitization of enumeration forms has been completed and verification of claims and objections will be taken up next.

The final electoral rolls under SIR are scheduled to be published in September-October 2026, depending on the state.
