'We predicted this to happen': Ombudsman Remulla says on Revilla bail

MANILA, Philippines — Ombudsman Jesus Crispin "Boying" Remulla said that his office had expected the Sandiganbayan to grant bail to former senator Ramon "Bong" Revilla Jr. in the non-bailable malversation case over the alleged P92.8-million ghost flood control project in Pandi, Bulacan.

"We predicted this to happen. Alam naman namin ito. Meron talaga mangyayari na mukhang natrabaho, na magkaroon ng grant of bail," Remulla said during his radio program on Saturday, August 1.

(We predicted this would happen. We already knew this. There was always the possibility that someone had worked behind the scenes to secure the grant of bail.)

His remarks came a day after the Sandiganbayan Third Division granted Revilla's petition for bail, ruling that prosecutors failed to establish that the evidence of his guilt was strong during the bail hearings.

Remulla said he plans to seek a dialogue with Chief Justice Alexander Gesmundo, saying he wants to ensure the judiciary remains committed to the fight against corruption before the chief magistrate retires in November.

"I want to talk to the chief justice who will be retiring in November so that his legacy will be okay, will be good," he said.

The Ombudsman also urged the Supreme Court to examine whether officials are abusing their positions and to review how court proceedings are being conducted.

He said that fighting corruption requires a whole-of-government approach, saying the Office of the Ombudsman handles only half of the process.

"It takes a whole of government approach to solve this. The other half of it is the judiciary," Remulla said.

What happened before

Revilla was released from detention on Friday after posting a P1-million cash bond, hours after the Sandiganbayan Third Division granted his petition for bail. 

The anti-graft court ruled that prosecutors failed to establish that the evidence of his guilt was strong and stressed that the ruling was limited to his bail application, not his guilt or innocence. The criminal case will proceed to trial.

Revilla and his co-accused are facing malversation through falsification of public documents and graft charges over the alleged P92.8-million ghost flood control project in Barangay Bunsuran, Pandi, Bulacan. 

Prosecutors alleged that between July 2024 and May 2025, they conspired to facilitate the release of government funds for a flood control structure that was never built, with at least P76.9 million paid to SYMS Construction Trading. 

Revilla has repeatedly denied the allegations.
