Liberia: LERC Renews JEP Distribution License After Public Review

NIMBA COUNTY – The Liberia Electricity Regulatory Commission (LERC) on September 23 formally renewed Jungle Energy Power’s (JEP) Large‑Scale Distribution license after completing a multi‑year review and public consultation process.

Speaking at the certification ceremony, LERC Managing Director, Augustus V. Goanue, said the renewal process began in 2021 and was reactivated in June after JEP’s previous license expired.

He stressed that the commission followed statutory procedures for a full documentary and public review rather than treating the renewal as a routine administrative extension.

“We held a public hearing on the ninth at Liberia International Christian Community College,” Goanue said. “Our law requires that if you want to renew a license, you must go through the same process that led to the initial issuance.”

He thanked city officials, LERC staff, Mayor’s Office representatives and visiting officials who participated in the process and said follow‑up meetings with civil servants and community representatives helped address concerns raised at the hearing.

Goanue added that LERC’s Technical, Legal and Economic Teams will continue to monitor JEP’s compliance with the license terms and conditions.

Acting LERC Board Chairman Amara M. Kamara reiterated that renewals must meet the same standards as initial licenses.

“A license renewal is not like renewing a passport,” he said, noting the commission reviewed JEP’s asset base and operating conditions before issuing the certificate.

He described the public hearing as “interactive and participatory” and pledged continued oversight.

Deputy Minister for Energy Charles Umehai, speaking on behalf of the Ministry of Mines and Energy, urged JEP’s leadership to accept constructive criticisms and strengthen partnerships with civil society to improve service delivery.

He praised LERC’s oversight for encouraging private‑sector participation and commended JEP for expanding energy assets in and around Nimba County.

“Access to electricity is not simply about powering homes and businesses,” Umehai said. “It creates opportunities, supports education, improves health care services and stimulates economic growth.”

He called on JEP to maintain high standards in operational efficiency, customer care and regulatory compliance.

Eric A.B. Fredericks, Deputy Managing Director for Administration at LEC, congratulated JEP on the renewal and described the process as following “best international practices” that build investor confidence.

He urged JEP to welcome feedback from regulators and peers, calling LEC a partner in efforts to improve nationwide service delivery.

JEP General Manager Aleyou Keita accepted the renewed license on behalf of the company.

LERC officials stressed the renewal carries both rights and responsibilities and urged JEP to provide “reliable, safe affordable and quality” electricity across Nimba County.

The regulator said it will continue engaging consumers and providers to address service concerns and to ensure a predictable, consumer‑protective regulatory framework that attracts credible investment.
