J&K Govt Invites Objections, Suggestions On Building Bye-Law Amendments

JAMMU/SRINAGAR, Sept 11: The Jammu and Kashmir Government has proposed amendments to the Jammu and Kashmir Unified Building Bye-Laws, 2021, inviting objections, suggestions and comments from stakeholders and members of the public before finalising the changes.

The Housing & Urban Development Department (H&UDD), through a notification dated September 9, 2026, issued the proposal under powers conferred by Section 397 of the Jammu and Kashmir Municipal Corporation Act, 2000.

The Department has invited any person wishing to submit an objection, suggestion or comment on the proposed amendments to do so in writing within 15 days from the date of publication of the notification in the Official Gazette.

It has clarified that objections, suggestions or comments received after the expiry of the stipulated period will not be entertained or considered.

The proposed amendments have been appended to the notification as Annexure-A and will also be made available on the official website of the Housing & Urban Development Department for information and submission of views within the prescribed period.

The move is aimed at further updating and streamlining the building-permission and urban-development regulatory framework in J&K. The Unified Building Bye-Laws, 2021 are already being implemented through the Department’s building-permission system, including online processing.

The notification has been issued by the Commissioner/Secretary to the Government, H&UDD, and circulated among senior government, administrative and concerned departmental authorities.

The latest proposal follows earlier amendments to the UBBL-2021, including changes notified in February 2026 concerning categories of retail shops and Registered Technical Persons.

The Department has urged citizens, professionals, stakeholders and other interested parties to examine the proposed amendments and submit their views within the stipulated 15-day period. (Agencies)
