J&K Govt reconstitutes UT PMG

The Jammu and Kashmir Government has reconstituted the Union Territory Project Monitoring Group (UT PMG) to ensure faster implementation of infrastructure and investment projects worth Rs 5 crore and above by resolving inter-departmental and project-specific bottlenecks.

According to Government Order No. 1373-JK(GAD) of 2026, dated August 7, 2026, the new order supersedes the earlier Government Order No. 1262-JK(GAD) of 2022.

The UT PMG has been constituted in line with the operational framework of the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India.

As per the order, the Chief Secretary of the J&K Union Territory will head the committee, while Administrative Secretaries of the key departments including Jal Shakti, Power Development, Agriculture Production, Finance, Public Works, Information Technology, Housing & Urban Development, Health & Medical Education, Planning, Development & Monitoring, Social Welfare, Industries & Commerce, School Education and Higher Education will serve as the members.

Other Administrative Secretaries or District Development Commissioners may be co-opted whenever required.

The committee will review and monitor major projects uploaded on the PMG Portal, facilitate resolution of inter-departmental issues, coordinate with Central Ministries, DPIIT, district administrations and project proponents, review progress periodically, recommend measures to remove procedural and policy bottlenecks, and approve reports on the project implementation.

The government has also designated the Planning, Development & Monitoring Department (PD&MD) as the Nodal Department for coordination, implementation and operationalisation of the UT PMG Portal.

The department will coordinate with the DPIIT, monitor registered projects, convene UT PMG meetings, ensure implementation of decisions, maintain the PMG Portal and reporting mechanism, and perform other functions necessary for effective implementation of the PMG framework.

The order has been issued by M Raju, Commissioner/Secretary to the Government, General Administration Department (GAD).
