Government to step in after Rouge Bouillon property owners fail to repair wall

THE government will begin work this weekend to make a dangerous retaining wall in Rouge Bouillon safe after property owners failed to complete the required remedial works within the compliance period set out in a dangerous building notice.

The Regulation Department confirmed that the compliance period expired yesterday and said that, despite the time provided for the owners to appoint contractors and carry out the necessary work, “sufficient progress has not been made to address the matter”.

The Department will now exercise its powers under Article 69 of the Planning and Building (Jersey) Law 2002 to enter the land and undertake the work required to make the unstable structure safe.

Work is expected to begin today and is anticipated to take up to two weeks to complete.

The retaining wall, located on private property at Ashton Villa and Channel Mews in Rouge Bouillon, has been subject to traffic restrictions for several weeks after being deemed at risk of collapse onto the public footpath and road.

Temporary traffic lights, a westbound lane closure and a footpath closure have remained in place while the property owners were given time to carry out stabilisation works under the Dangerous Building Notice.

The notice warned that failure to comply could result in further action under the Planning and Building (Jersey) Law 2002.

In a statement issued yesterday, the Regulation Department said it “has worked with the landowners throughout this process and remain committed to ensuring that the necessary safety measures are implemented as quickly as possible in the interests of public safety”.

The department has not indicated when the current traffic management measures will be lifted, but the works are expected to take up to two weeks to complete.
