Likely line-up for next Council of Ministers unveiled as CM names his nominees

CHIEF Minister Designate Lyndon Farnham has unveiled his list of nominees for ministerial roles in Jersey’s next government.

Four ministers will – if elected – retain their ministerial roles: Senators Tom Binet (Health) and Ian Gorst (External Relations), plus Deputy Carolyn Labey (International Development) and Constable Richard Vibert (Children and Families).

Ministers will be elected at the States sitting which begins on Monday morning, with other States Members having the right to put themselves forward as rivals to the candidate backed by Senator Farnham.

Senator Alan Maclean is set to return to the role of Treasury Minister, while another former States Member, Deputy Gerald Voisin, is Senator Farnham’s pick for Economic Development.

Two ministers from the government headed by Senator Farnham for the past two-and-a-half years are lined up for new roles, with Senator Mary Le Hegarat named as the Chief Minister Designate’s pick for the Environment, while Senator Elaine Millar is set to become Social Security Minister.

Reform Jersey is likely to have a role, with Deputy Catherine Curtis chosen by Senator Farnham as his pick for Education Minister.

Two former ministers who lost their jobs following the change in government in January 2024 have been included on the list, with Senator Helen Miles, who topped the Island-wide poll at the election earlier this month, lined up for a return to the Home Affairs brief, while former Environment Minister Jonathan Renouf has been nominated for Infrastructure.

Deputy Malcolm Ferey is Senator Farnham’s choice for Housing Minister, while an additional ministerial role is set to be created for Senator Sir Mark Boleat.

Subject to a change of the law, the new role of Planning and Regulation Minister will be created over the next two weeks, with Senator Boleat then being nominated to take this job by Senator Farnham at the Assembly sitting scheduled for 14 July.

An “explanatory note” issued this morning stated that the new ministerial role would focus on planning matters and work to deliver an improved regulatory environment, enabling the Environment Minister to focus on the environment, as well as taking on responsibilities for the agriculture and marine sectors.

The Chief Minister Designate’s confirmation of his preferred occupants for the seats around the Council of Ministers’ table came exactly a week after Senator Farnham was the only candidate to lead the government, continuing the job he was first elected to in January 2024.

All ministers, including Senator Farnham, will retain the “designate” title until the final minister is elected on Monday afternoon or at some point on Tuesday.
