Madius: JKKK, village heads must be elected, no more political appointments
by Nancy Lai · Borneo Post OnlineTAMPARULI (Nov 27): The leadership of the Village Development and Security Committee (JKKK) and village heads (KK) must be determined through a voting process, not political appointments, said Tamparuli candidate Datuk Seri Wilfred Madius Tangau.
Madius, who is contesting under the Upko banner in the 17th Sabah state election this Saturday, said he will implement democratic elections for these posts instead of allowing them to be appointed by politicians.
“The selection of JKKK and KK must be done through democratic voting, no more political appointments. I am offering real reform in Tamparuli by restructuring the leadership system of JKKK and KK.
“This must be carried out to ensure these grassroots institutions become effective and efficient extensions of government administration,” he said, adding that this initiative forms one of the key elements of his election manifesto.
Madius pointed out that for years, many villagers and community leaders have complained that politically appointed JKKK and KK leaders are inefficient.
He said they have long called for a more accountable, community-driven system that allows residents to elect their own leaders.
According to Madius, the core function of the JKKK system is to plan village development and ensure that each proposed programme becomes a recognised development project within the budgets of federal, state, district, sub-district, and village-level ministries and agencies.
This, he said, will ensure that allocations are available for every planned project according to a clear implementation schedule.
Among the most important reforms, Madius highlighted the introduction of a village development administration centre in every registered village.
“In this building, we will provide an office for the JKKK Chairman and Secretary, a JKKK Operations Room, an office for the village heads, and a discussion chamber for the Native Court at the village level,” said Madius, who is also Tuaran MP.
As part of this reform, Madius proposes that one chairman and 12 JKKK committee members be elected through a structured election process managed by the District Office.
