For decades, Pakistanis have built successful careers and businesses across the world through hard work, professional skills and lawful migration. Millions of overseas Pakistanis serve as ambassadors of the nation, contributing significantly to both their host countries and Pakistan’s economy through remittances, investments and expertise. Their achievements demonstrate that success abroad is best achieved through legal, safe and well-planned migration pathways.

Recognising the aspirations of its youth while protecting them from exploitation, Pakistan has strengthened its commitment to combating human smuggling and promoting safe, legal and dignified migration. The Federal Investigation Agency, in collaboration with national institutions and international partners, has launched a comprehensive campaign against criminal networks that lure individuals through irregular migration routes commonly known as the “Dunki” route. Human smugglers prey on people seeking better economic opportunities by portraying illegal migration as a shortcut to prosperity. In reality, such journeys often expose migrants to exploitation, financial loss, detention and unsafe travel conditions.

Equally important is Pakistan’s commitment to assisting citizens who become victims of these networks.

To address this challenge, Pakistan has adopted a proactive and multi-dimensional strategy focused on prevention, enforcement, victim protection, public awareness and international cooperation. The country’s approach recognises that human smuggling is not merely a migration issue but a form of organised transnational crime that threatens both national security and human dignity. FIA has introduced significant institutional reforms to strengthen Pakistan’s response. These include advanced risk-analysis mechanisms, centralised monitoring systems, biometric verification procedures, strengthened border management, improved passenger profiling and enhanced intelligence-sharing arrangements. Measures such as Second Line Control at airports and closer scrutiny of suspicious travel patterns have improved the country’s ability to identify and prevent illegal migration attempts.

Pakistan has also expanded cooperation with international law enforcement and migration-management organisations. Enhanced information sharing, joint investigations and capacity-building initiatives have strengthened efforts to dismantle human-smuggling networks operating across multiple countries. These partnerships have enabled authorities to track criminal facilitators more effectively and protect citizens from falling victim to transnational trafficking syndicates.

The results of these efforts have been encouraging. Enhanced enforcement measures have contributed to a significant decline in illegal migration attempts while increasing the interception of human-smuggling operations. Hundreds of facilitators and smugglers have been brought to justice, demonstrating Pakistan’s firm commitment to protecting its citizens and dismantling criminal networks that profit from human suffering.

Equally important is Pakistan’s commitment to assisting citizens who become victims of these networks. Through coordinated efforts involving the FIA, MoFA, Pakistani embassies and international organisations, stranded nationals have been assisted and repatriated safely. Reception facilities and support mechanisms continue to provide guidance and assistance to returning migrants, helping them reintegrate into society and avoid further exploitation.

Public awareness has become another key pillar of Pakistan’s strategy. Through traditional and digital media campaigns, authorities continue to educate citizens about the dangers of irregular migration and the deceptive tactics used by smugglers. These initiatives encourage families to verify recruitment offers, consult official institutions and use licensed migration channels before making important decisions.

Pakistan’s efforts have received positive international recognition. The country’s proactive measures to combat human smuggling and strengthen migration governance reflect its commitment to responsible migration management. Continued engagement with international partners demonstrates a shared objective of promoting orderly migration while preventing the exploitation of vulnerable individuals.

At the same time, Pakistan is encouraging its youth to pursue legal migration channels based on education, technical skills and professional qualifications. Global labour markets increasingly require skilled workers in healthcare, information technology, engineering, construction, hospitality and technical services. Pakistani professionals and skilled workers have earned recognition worldwide, creating significant opportunities for future generations. The government continues to support skill development, vocational training and overseas employment initiatives designed to prepare Pakistanis for international opportunities. By investing in education and professional certifications, young people can access legitimate pathways that provide long-term stability, security and career growth.

The message is clear: sustainable success is achieved through lawful pathways, professional development and perseverance. Pakistan remains firmly committed to protecting its citizens, dismantling human-smuggling networks and creating greater awareness about the dangers of irregular migration. Through strong institutions, effective law enforcement, international cooperation and informed decision-making, the country is ensuring that aspirations for a better future are pursued safely, legally and with dignity.
