MOE: Home-Based Teaching & Learning Could Return if Govt Enforces WFH Amid Global Oil Crisis

The Ministry of Education (MOE) will carefully review the implementation of Home-Based Teaching and Learning (PdPR) if the government decides to allow civil servants to work from home (WFH).

Director-General of Education Datuk Dr Mohd Azam Ahmad said the ministry would thoroughly evaluate the rationale for implementing PdPR before any decision is made at the school level. He explained that the ministry must first determine whether the proposed WFH policy would have a significant impact on schools.

“We will study the matter carefully if the work-from-home proposal involves schools. If there is a strong rationale for implementing PdPR, we will examine it in detail before making a decision,” he said.

Further discussions on the matter are scheduled for next week and will involve Education Minister Fadhlina Sidek, Deputy Education Minister Wong Kah Woh, Secretary-General Datuk Dr Aminuddin Hassim, and the ministry’s top management.

Mohd Azam made these remarks on Saturday (14 March) after officiating the MOE’s 2026 Ramadan Jaulah Programme for Kelantan at Kolej Vokasional Pengkalan Chepa.

He noted that the ministry already has experience implementing PdPR during the COVID-19 pandemic, which could serve as a useful reference should the approach need to be adopted again.

According to him, the ministry aims to ensure that any decision taken supports the government’s objective of reducing operational costs while maintaining the quality of education.

“Any decision made must consider the best interests of students and the effectiveness of the national education system. As a government agency, the ministry will implement any policy or decision made by the government as effectively as possible,” he said.

The proposal to implement work-from-home arrangements for the public sector will be discussed at the Cabinet meeting on Tuesday (17 March), Communications Minister Fahmi Fadzil said recently.
