Rohingya Woman Apprehended For Allegedly Riding Modified 3-Wheeler Without Licence After Putrajaya MP Receives Complaint

A Rohingya woman was apprehended in Putrajaya for allegedly riding a modified three-wheeled motorcycle without a valid driving licence.

The case came to light after Putrajaya MP Datuk Dr Radzi Jidin received a public complaint about the motorcycle. In a post on Threads, Radzi said the complaint involved a vehicle believed to be operated by a foreign national.

Public complaint leads to immediate police action

Radzi said the complaint was lodged by a concerned Putrajaya resident on 17 September. Recognising the safety implications, the matter was immediately channeled to the Putrajaya District Police Headquarters (IPD Putrajaya) for prompt enforcement action.

“On 17 eptember, I received a complaint from a Putrajaya resident regarding a motorcycle believed to be driven by a foreigner. The complaint was then channelled to IPD Putrajaya for action,” he wrote.

The police then initiated surveillance and checks. On 22 September at around 4:40 PM, enforcement officers successfully intercepted the vehicle along Persiatan Selatan KM10.

Upon inspection, authorities discovered that the rider, a Rohingya woman carrying a United Nations High Commissioner for Refugees (UNHCR) card alongside her child, did not possess a valid driving license.

Radzi said the modified Honda EX5 three-wheeler she was operating lacked proper JPJ approval, prompting officers to seize the vehicle and issue three separate summonses for various traffic violations.

Legal reminders and warnings to vehicle owners

Highlighting the gravity of the offense, Radzi referenced Section 26(1) of the Road Transport Act 1987. He emphasised that the law penalises not just unauthorised drivers, but also individuals who allow unlicensed drivers to operate vehicles on public roads.

“Under Section 26(1) of the Road Transport Act 1987, not only is driving without a license an offense, but those who allow individuals without a valid driving license to use vehicles on the road can also face action. This provision applies to everyone, including foreigners.” he wrote.

Under the act, offenders face fines ranging from RM300 to RM2,000, imprisonment for up to three months, or both.

Radzi then expressed his gratitude to the alert residents and the Putrajaya IPD Traffic Investigation and Enforcement Division for their swift response.

“Thank you to the citizens who channeled information and the Putrajaya IPD Traffic Investigation and Enforcement Division for the action and feedback provided. The safety of Putrajaya residents and all road users is always a priority,” he said.
