Parole granted for Midvale woman who hit, killed bicyclist

SALT LAKE CITY — A woman with methamphetamine in her system when she ran a red light and killed a bicyclist in 2022 has been granted parole.

Michelle Margo Roe, 64, of Midvale, will be released from the Utah State Prison on May 26. The Utah Board of Pardons and Parole noted in announcing its decision that Roe has completed her treatment programs while incarcerated and has not been a discipline problem.

On Sept. 13, 2022, after using meth the night before and getting into an argument with her son the next morning, Roe was running late for work and ran a red light at the intersection of Cottonwood Street and Vine Street. Her Ford F-150 hit and killed Bradley Alan Collins, 38, who was on his bicycle in a crosswalk.

In 2024, Roe pleaded guilty to negligently operating a vehicle resulting in death, a third-degree felony. She was sentenced to up to five years in the Utah State Prison.

"It's going to haunt me the rest of my life," she said during her parole hearing in April. "I just wish I could change it. I really would.

"I should have not got behind the wheel because I was so upset," she also told the board, adding that she made the "mistake of my life … running that red light."

While in prison, Roe told the board that she completed the substance abuse program and learned many coping skills, such as the proper way to deal with emotional issues and how to make better decisions.
