The suspect was arrested following an apparent breakthrough in the investigation.
Additional arrests are expected in the coming days, police added.
Azarzar had been missing for three weeks in 2019 before his body was found in a pit near a cemetery in Ramat Hasharon, an affluent city just north of Tel Aviv.
His upper torso had a number of gunshots.
A gag order is still in place on most details of the case, which is being probed by Tel Aviv District police investigators. If not renewed by the court, the order will expire on Wednesday.
Azarzar, who lived in Bnei Brak, was previously known to police due to his involvement in a number of violent incidents, and his body was believed to have been in the pit for a number of days before being found.
