While 276 members of the 360-member House were physically present in the chamber to vote on the bill, 35 others participated virtually through the National Assembly’s electronic platform, bringing the total number of lawmakers to 311.

The minority members accused the Speaker of disregarding constitutional requirements for constitutional alterations and denying lawmakers the opportunity to propose amendments and vote on individual clauses.

The lawmakers accused the House leadership of violating constitutional provisions and the chamber’s Standing Orders.
