SEOUL, April 8 (UPI) -- U.S. Sen. Roger Wicker, chairman of the Senate Armed Services Committee, on Wednesday criticized a Pentagon strategy that would shift more responsibility for deterring North Korea onto Seoul, calling the approach an "abdication."
