Congress managed to hold on to leads in three corporations — Jodhpur, Pali and Bikaner — with Jodhpur ending in an exact 44-44 tie and 11 seats going to independents who will now play a role in forming that civic body's leadership. Pali saw an early Congress lead, with the party ahead in 15 of 65 wards counted at one stage.
