A cargo ship was struck about 15 miles off the Black Sea town of Byala, Bulgaria—the second such incident in a week. The previous attack occurred 70 km east of Byala.
The vessel, the Malta-flagged Chelsea 3, is managed by Black Sea Shipping, based in Odesa, Ukraine. Twelve crew members were injured.
Bulgarian authorities have not attributed the strikes to Russia. The attacks on a Ukrainian-managed ship are expected to draw close scrutiny.
