FIFA sanctions Israel FA over discrimination breaches, imposes fine and corrective measures

FIFA’s Disciplinary Committee has sanctioned the Israel Football Association (IFA) after finding multiple breaches of its obligations as a member body, following an investigation prompted by the Palestinian Football Association.

The case was initiated after a proposal raised at the 74th FIFA Congress, with the FIFA Council mandating a formal probe into alleged discriminatory conduct.

Following its findings, the Disciplinary Committee ruled that the IFA violated Articles 13 and 15 of the FIFA Disciplinary Code, which relate to offensive behaviour and discrimination.

As a result, FIFA has imposed a fine of CHF 150,000 on the IFA and issued a formal warning regarding its conduct.

The governing body has also ordered the IFA to implement a series of corrective measures aimed at preventing future incidents. These include displaying anti-discrimination banners reading “Football Unites the World - No to Discrimination” at their next three home matches in FIFA competitions.

In addition, the IFA must allocate one-third of the fine towards a comprehensive anti-discrimination programme within 60 days. The initiative is expected to include reforms, monitoring systems and educational campaigns across stadiums and official platforms over the course of a full season.

The remaining portion of the fine must be paid within 30 days.

FIFA stressed that while its jurisdiction is limited to football regulations, it remains mindful of the broader context in which the sport operates, reaffirming its commitment to promoting equality, respect and unity.

The decision has been formally communicated to the IFA and published on FIFA’s legal platform. It remains subject to appeal before the FIFA Appeal Committee.
