DND Report: Pakistan has been raising alarms that the top leadership of the Afghan Taliban is harbouring, weaponising, and funding global terrorists, and that New Delhi is directly in contact with the Taliban’s Supreme Leader, Haibatullah Akhundzada. Now, international organisations keeping an eye on global terrorism are confirming Pakistan’s concerns.

According to available information, the Afghan Taliban regime and Indian intelligence are working closely under the guidance of Haibatullah Akhundzada, and Afghan intelligence (GDI) and RAW are together operating from Afghan soil. The most dangerous factor of this alliance is providing material support to Al-Qaeda to conduct global actions.

According to reports, a network has been established with the aim of fomenting unrest not only in Pakistan but also impacting regional peace. The report suggests that the Indian intelligence agency ‘RAW’ provided a sum exceeding $7.8 million to fund terrorist operations in Afghanistan and expand terrorist networks within key areas of Pakistan, particularly Balochistan.

According to intelligence circles within Pakistan, during various sessions and emergency meetings held in the Afghan province of Kandahar, deep ties were forged between RAW and GDI, and members of TTP (Fitna-ul-Khawarij), Al-Qaeda-affiliated groups, and Baloch terrorist organisations under the presence of Haibatullah Akhundzada. It was also revealed by available information that TTP and Al-Qaeda terrorists have been formally integrated to address manpower shortages and target security forces.

Under this arrangement, attacks are primarily carried out by elements of TTP and Al-Qaeda; however, to evade international sanctions and investigations, responsibility for these acts is claimed in the name of BLA (formally called Fitna-ul-Hind by Pakistan)—a pattern observed during attacks in Ziarat and other areas.

“Direct orders and instructions issued by the top leadership of the Afghan Taliban regime have completely exposed this alliance. Clear directives have been issued by the Taliban Secretariat and relevant directorates to supply weaponry—including SMGs, rocket launchers (RPGs), LMGs, and thousands of rounds of ammunition—to the ‘Baloch Refugee Coordination Office’ (which serves as a front organisation); these supplies are being transferred with the assistance of the GDI office in Kandahar,” revealed an intelligence source in Islamabad.

According to details, newly recruited members of terrorist organisations are undergoing specialised military-style terrorist training at designated centres under the supervision of specific individuals. The sole objective of these meetings, held at the level of senior Afghan Taliban officials and governors, is to fuel subversion within Pakistan and sabotage efforts for lasting peace in the region, all of which is being backed by external powers. “This alliance between the Indian ‘RAW’ and the Afghan regime is not only a grave violation of regional sovereignty but also irrefutable proof of how safe havens are being provided to terrorists, thereby jeopardising regional peace,” commented an intelligence officer.

“All evidence and documented facts fully vindicate Pakistan’s stance that Afghan soil has become a stronghold for anti-Pakistan terrorists. Pakistan’s security forces and law enforcement agencies remain fully vigilant and are engaged, and after Security Forces hit BLA / FAH hard in Balochistan, the group faced a severe shortage of manpower and morale. To save it, Indian RAW doubled down on financial support”, commented an intelligence official.

According to information, in May and July 2026 meetings, Kandahar’s Governor Mullah Shireen met with Al-Qaeda, JuA (TTP’s Jamaat-ul-Ahrar), and Hafiz Gul Bahadur and asked them to support BLA in future attacks inside Pakistan. GDI paid 3.5 million Afghanis to JuA for joint attacks in Balochistan, while $7.5 million was arranged to launch coordinated BLA and TTP attacks in Balochistan. Sources maintain that, in an emergency meeting on 26 August 2026 in Kandahar, Bashir Zeb, Khalil Baloch, Sifatullah Mengal, Anwar Nizami, and Majeed Baloch of BLA, Hafiz Gul Bahadur for TTP, and Mullah Mirajuddin for AQIS were present. It was decided at the meeting that the Afghan Taliban would provide TTP and Al-Qaeda with more manpower, weapons, and logistics, while Indian RAW would take responsibility for a joint media strategy to glorify terrorism in Balochistan. Mullah Merajuddin Farahi was nominated as coordinator for men, money, and weapons for BLA, and it was decided that newly recruited Baloch youth would be trained at an AQIS training centre under Mullah Obaidullah Asim.

To streamline the following arrangements, on 1 September 2026, Haibatullah’s secretariat issued special instructions to support BLA. A directive from Bait-ul-Maal (which works directly under Haibatullah) has also surfaced—ordering the Southwest Zone Depot to release assault rifles, RPGs, and ammunition to the “Baloch Refugees Coordination Office”, which is just a cover for BLA.

It may be mentioned that the SCO Bishkek Declaration also expressed serious concerns over terrorism and drug trafficking emanating from Afghanistan and indicated that AQIS is fully operational from Afghanistan. It also expressed fears that in 2026, terrorist networks living in Afghanistan benefit from technological developments that were either unavailable or far less accessible in 2001 (9/11 tragedy). These include commercial drones, encrypted communications, social media, surveillance equipment, and online financial systems.

Terrorism and insecurity therefore constitute a serious regional and international concern. International intelligence and security agencies have repeatedly warned about terrorist organisations operating from or maintaining networks in Afghanistan.
