How to prevent school abduction, other security threats — NSCDC

The Nigeria Security and Civil Defence Corps (NSCDC), Ogun State Command, through the Safe School Initiative Unit, hereby issues the following advisory and preventive security measures to all schools within Ogun State in view of emerging security concerns relating to school safety, abduction threats, and other criminal activities targeting educational institutions.

Recent security developments across parts of the country have shown that schools remain vulnerable targets where preventive mechanisms are weak or absent. Consequently, school administrators are advised to immediately implement the following proactive security measures to safeguard students, staff, and school facilities.

1. WHY SCHOOL ABDUCTIONS OCCUR

School abductions are often deliberate and targeted rather than random incidents. Criminal elements usually exploit:

* Weak security structures

* Predictable school routines

* Poor access control systems

* Delayed emergency response mechanisms

* Lack of community-security collaboration

It is important to note that prevention remains safer, more effective, and less costly than emergency rescue operations after an incident has occurred.

2. IMMEDIATE PHYSICAL SECURITY MEASURES (TO BE IMPLEMENTED WITHIN 24–72 HOURS)

A. ACCESS CONTROL

i. Restrict access points to one or two monitored gates only during school hours. All other entrances should remain locked.

ii. All visitors must:

* Present valid identification

* Sign the visitors’ register

* State the purpose of visit

* Wait at designated reception or gate areas

iii. Visitors should not have unrestricted access to classrooms or students.

iv. No student should leave the school premises during school hours without:

* Written permission, and

* Verification through direct parental/guardian confirmation.

B. PERIMETER AND ENVIRONMENTAL SECURITY

i. Clear bushes, tall grasses, and concealed areas within and around the school perimeter, especially within at least five (5) meters of fence lines.

ii. Inspect and repair damaged fences, walls, and weak access points immediately.

iii. Install or maintain adequate lighting around:

* Gates

* Hostels

* Classrooms

* Administrative blocks

* Isolated areas

Solar-powered lighting systems may be adopted where electricity supply is inadequate.

C. STAFF SECURITY DEPLOYMENT

i. Designate at least two or three responsible staff members to monitor school gates during:

* Arrival periods

* Dismissal periods

* Visiting hours

ii. Ensure teachers and designated personnel supervise:

* Corridors

* Playgrounds

* Assembly points

* Recreational areas

No section of the school should remain unsupervised during operational hours.

3. PROCEDURAL AND POLICY MEASURES

A. STUDENT MANAGEMENT

i. Attendance registers should be taken at least twice daily:

* Morning resumption

* After break periods

ii. Students should be sensitised regularly on:

* Avoiding strangers

* Reporting suspicious individuals

* Personal safety awareness

* Avoiding disclosure of personal information to unknown persons

iii. Schools are encouraged to establish a “Safe Word” verification system between parents and children for authorised pick-up arrangements.

B. COMMUNICATION PROTOCOLS

i. Schools should maintain updated contact details of:

* Parents

* Guardians

* Emergency contacts

ii. Two designated staff members should serve as official communication officers during emergencies.

iii. Schools should establish direct communication links with:

* Nearest Police Station

* NSCDC Formation

* Local Vigilante Groups

* Community Development Associations (CDAs)

Emergency numbers should be placed on speed dial.

C. ROUTINE DISRUPTION MEASURES

i. Schools should occasionally vary arrival and dismissal routines by 10–15 minutes where practicable.

ii. School transport operators should avoid using identical routes daily where possible.

4. EMERGENCY RESPONSE PLAN

Every school must develop and communicate a simple but effective emergency response plan to all staff and students.

A. IF SUSPICIOUS PERSONS OR VEHICLES ARE OBSERVED

i. Lock all school gates immediately.

ii. Move students and staff indoors without panic.

iii. Notify security agencies promptly.

iv. Avoid confronting suspicious persons without security backup.

B. IF AN ATTACK OCCURS

i. Immediate classroom lockdown procedures should commence.

ii. Doors should be barricaded where necessary.

iii. Students should remain low, calm, and quiet.

iv. Pre-arranged emergency code words should be used when making distress calls.

v. Students should not be evacuated into open areas unless directed by security personnel.

C. POST-INCIDENT MANAGEMENT

i. Account for all students and staff immediately.

ii. Preserve the incident scene and avoid tampering with evidence.

iii. Only verified information should be communicated to parents and the public to avoid panic and misinformation.

5. COMMUNITY AND STAKEHOLDER ENGAGEMENT

Security is a shared responsibility. Schools are therefore advised to:

i. Engage Parent-Teacher Associations (PTAs), Community Development Associations (CDAs), local vigilantes, and community leaders regularly on school safety matters.

ii. Encourage neighbourhood surveillance around school environments.

iii. Advise parents and students against excessive posting of:

* School activities

* Student locations

* Movement schedules

* School events on social media platforms.

6. WHAT SCHOOLS SHOULD AVOID

Schools are strongly advised NOT to:

i. Assume security incidents cannot occur within their locality.

ii. Depend solely on spiritual or traditional measures without practical security arrangements.

iii. Conceal or delay reporting suspicious activities or security threats.

Prompt information sharing with security agencies can prevent escalation.

7. IMMEDIATE ACTION POINTS FOR ALL SCHOOLS

All schools are advised to implement the following before the next academic week:

1. Audit all school gates and permanently secure unnecessary access points.

2. Update and verify all parent and guardian contact information.

3. Conduct staff briefing sessions on emergency lockdown procedures.

4. Establish direct contact with nearby security agencies and confirm emergency response procedures.

5. Clear bushes and repair identified weak sections of school perimeter fencing.
