Digital system to allow non-smart meter users to self-read meters and pay electricity bills to be trialled soon

The Ministry of Electricity and Energy announced on August 15 that it will soon pilot a digital system allowing electricity users whose meters are not yet connected to the smart meter system to read their own meters and pay their electricity bills.

To reduce electricity losses, the ministry will replace poorly performing meters and those that have been in use for more than 20 years. Starting August 15, 2026, it will also accept direct applications through its website for new electricity meters at the ministry’s headquarters. The system is intended to help people who want to use electricity but do not yet have meters obtain them more quickly while reducing time and costs by eliminating the need for intermediaries or staff to facilitate applications.

As the transition to the smart meter system continues, users of meters that have not yet been connected to the system, including analog meters, will be able to read their own meter readings and pay their bills. A digital system that allows readings and payments to be monitored and verified by control centers is also being developed and will be tested soon.

The ministry said effective action will also be taken against employees involved in electricity theft. Entrepreneurs found involved in electricity theft will face fines in accordance with the Electricity Law, while their electricity usage rights may be suspended or revoked for a specified period and their business licenses may be suspended or cancelled.

The ministry said reducing and eventually eliminating electricity theft would contribute to the rapid development of the country’s electricity system and enable greater electricity distribution to people who do not yet have access to electricity. The public is urged to use electricity systematically and cooperate responsibly. Any irregularities can be reported through the designated phone numbers of the departments.

Complaints can be lodged with the Ministry of Electricity and Energy (Head Office), Yangon Electricity Supply Corporation (YESC), Mandalay Electricity Supply Corporation (MESC), and the electricity supply organizations in other regions and states.
