Tamil Nadu has 1 lakh empty engineering seats. What is happening to the colleges?
Tamil Nadu's engineering admissions have taken a sharp turn within a year. After a 2025 enrolment surge, just 41.15% of TNEA seats were filled by Round 2 this year. With 167 colleges below 10% occupancy, career analyst Jayaprakash Gandhi warns of deeper problems ahead.

A year ago, Tamil Nadu's engineering sector looked like it was making a comeback.
The 2025 TNEA counselling ended with around 81% of seats filled, the highest enrolment in a decade. Vacancies fell sharply, and students appeared to be returning to engineering, including several core branches.
One year later, the picture looks dramatically different.
After Round 2 of TNEA 2026, just 41.15% of 1,81,436 academic counselling seats have been filled. That leaves 1,06,778 seats for the final round. Last year, the corresponding fill rate after Round 2 was 46.34%, with 79,894 seats filled.
More than 93,000 students participated in the second round, with 49,984 allotments made. Even among high-scoring students, movement between rounds continued: 25 students with cut-off marks above 190 received fresh allotments in Round 2, showing that the competition for preferred institutions remains intense.
Career consultant Jayaprakash Gandhi expects more than 1.02 lakh students to compete in the final round, but estimates that around 45,000 seats could still remain vacant after counselling.
The contrast is striking. In 2025, final vacancies fell to around 35,000 after counselling.
So what changed?
"The preference is for top institutions over course or branch. There is also a preference for urban campuses over rural ones," Gandhi says.
THE REAL STORY IS NOT THAT STUDENTS HAVE ABANDONED ENGINEERING
The Tamil Nadu engineering college vacancy number can be misleading if read on its own. Students are still chasing particular colleges and particular branches.
Gandhi's Round 2 analysis covers 422 participating colleges. Just seven institutions had filled 100% of their seats, while 44 had crossed 90%. Another 65 had filled more than 80%.
At the other end, 167 colleges had filled less than 10% of their seats and 23 had recorded zero allotments.
The divide is even clearer when the previous year's numbers are placed alongside this year's.
In 2025, 148 colleges had filled less than 10% of seats after TNEA Round 2 and 22 had zero admissions. This year, those numbers have risen to 167 and 23 respectively.
The number of colleges filling more than 90% of seats has simultaneously fallen from 56 to 44.
Gandhi describes the pattern as a growing preference for established institutions, with students often prioritising the college over the exact branch they get. "Upward movement in allotments has helped many students improve their options," he says.
STUDENTS ARE CHOOSING COLLEGES, NOT JUST COURSES
The strongest clue comes from choice-filling behaviour.
Gandhi says students are increasingly showing a "preference for top institutions over course/branch" and for urban campuses over rural ones.
That matters because Tamil Nadu has a very large engineering college network. A student who once might have prioritised getting a particular branch at any college can now be more selective about the institution itself.
The result is a sharp divide.
College of Engineering, Guindy filled 1,159 seats through TNEA. PSG College of Technology filled 928 and Thiagarajar College of Engineering filled 921.
Among self-financing institutions, Sri Krishna College of Engineering and Technology in Coimbatore had 2,287 seats filled, while Rajalakshmi Engineering College in Chennai had 1,924.
At the other end are institutions struggling to attract even a small fraction of their sanctioned intake.
CSE STILL RULES, BUT THE BRANCH STORY IS CHANGING
Computer Science Engineering (CSE) remains the biggest draw, with 17,124 students securing seats by Round 2. Electronics and Communication Engineering (ECE) followed with more than 12,000 and IT with 6,282.
But Jayaprakash Gandhi's analysis contains an interesting shift.
Core engineering branches such as Electrical and Electronics Engineering (EEE) and Mechanical have seen higher preference compared with last year, while preference for IT and Computer Science and Business Systems (CSBS) has slipped slightly.
This is important because it complicates the idea that students are simply chasing CSE and abandoning everything else.
The problem is that not every emerging branch is benefiting from the technology rush.
Gandhi found courses such as Data Visualisation and Data Science, Generative AI and Machine Learning, Industrial Engineering and Management, Marine Engineering, and Textile Chemistry with not even one seat filled at the stage of his analysis.
His argument is blunt: colleges may have started creating specialised programmes faster than students have developed confidence in them.
The proliferation of AI-branded degrees is another concern for Gandhi.
"AI is a tool and not a course in engineering. This is misleading the students," he says. "It can be used in every single industry. Just like computers came in and everything became computerised, AI will get into everything."
He recommends that AI, ML and data science should be integrated into conventional engineering disciplines rather than automatically converted into standalone undergraduate programmes.
THE RURAL DIVIDE IS ANOTHER PROBLEM
There is another less visible issue in the counselling numbers.
Gandhi says the online choice-filling process remains difficult for many rural students and parents. Some rely heavily on unverified social media advice, which can result in poor preference ordering even when students have strong cut-off marks.
That means an empty seat does not always tell the entire story about demand.
Some students may simply have made weaker choices or failed to understand how the counselling system works.
Jayaprakash Gandhi wants dedicated official guidance programmes for rural applicants to address this gap.
CAN COLLEGES KEEP RUNNING WITH HALF-EMPTY CLASSROOMS?
This is where the numbers become an institutional issue.
Gandhi warns that colleges operating below 50% capacity face "significant operational and financial challenges", particularly when they have to maintain faculty and infrastructure in an increasingly technology-driven environment.
"Implement capacity rationalisation or institutional restructuring for colleges operating under 50% capacity to preserve educational quality and infrastructure," he recommends.
And the problem has persisted.
The number of colleges below 10% occupancy has risen from 148 to 167 in one year. The number crossing 50% has fallen from 147 last year to 111 this year, according to Gandhi's comparison.
That raises a straightforward question: how long can an engineering ecosystem sustain hundreds of institutions when student demand is concentrated in a much smaller group?
Jayaprakash Gandhi believes colleges operating consistently below 50% capacity may need capacity rationalisation or restructuring.
AND THERE IS A BIGGER PROBLEM WAITING BY 2030
The most striking warning in Gandhi's report is not about this year's vacant seats but about the seats that are being filled.
CSE and allied programmes continue to absorb huge numbers of students. Gandhi warns that continued expansion could create a "CSE placement bottleneck by 2030", particularly for graduates from tier-2 and tier-3 institutions, as software hiring normalises.
He argues that "year-on-year expansion of CSE and allied branch seats will flood Tamil Nadu with computer science graduates by 2030."
That creates a strange contradiction.
Tamil Nadu may have too many empty engineering seats today, while simultaneously producing too many graduates in some engineering specialisations tomorrow.
The answer, therefore, may not be simply to fill more seats. It may be to decide which engineering seats need to exist in the first place.
Gandhi's answer is capacity rationalisation rather than simply chasing higher enrolment. He also wants engineering colleges to diversify beyond pure software, pointing to areas such as "Semiconductor, VLSI design, embedded systems, EV technologies” to reduce dependence on IT hiring.
THE QUESTION FOR TAMIL NADU'S ENGINEERING SYSTEM
The 2025 numbers suggested engineering was recovering. The 2026 Round 2 data shows that recovery was never evenly distributed.
Students are still willing to choose engineering. They are simply becoming much more selective about where, what and why they study.
Gandhi's recommendations point towards fewer generic seats, stronger interdisciplinary programmes and more focus on areas such as semiconductors, VLSI, embedded systems and EV technologies.
His larger warning is perhaps the most relevant one for colleges and regulators: "Consolidation of Low-Enrolment Colleges" may become necessary if the current pattern continues.
Tamil Nadu's engineering problem, then, is not a shortage of students.
It is a mismatch between where students want to study, what they want to study and how many seats the system has created around those preferences.
